  Reason: To insert the definition “small package” in alphabetical order in the note to section 2.7.1—2 as the definition was not incorporated during the compilation process. To correct the numbering of paragraph 2.7.1—4E(3)(c) to 2.7.1—4E(3)(b) as the paragraphs were incorrectly numbered during the compilation process.
