Schedule 1 to these Regulations commences on a day fixed by legislative instrument made by the Minister. If Schedule 1 does not commence within the period of 6 months beginning on the day on which these Regulations are registered, it commences on the first day after the end of that period.

Disallowance and tabling
All legislative instruments that are registered must be presented for scrutiny in each House of the Parliament and, unless an exemption applies, they may be disallowed by either House. When documents are presented to the Australian Parliament for scrutiny, they are said to have been tabled.
