CASA 23/26—Terminal Instrument Flight Procedures (Military Aerodromes) (Procedures at Richmond) Amendment Instrument 2026

1 Name

  This instrument is CASA 23/26—Terminal Instrument Flight Procedures (Military Aerodromes) (Procedures at Richmond) Amendment Instrument 2026.

2 Commencement

  This instrument commences on 9 July 2026.

3 Amendments

  CASA 68/24—Terminal Instrument Flight Procedures (Military Aerodromes) Instrument 2024 is amended as set out in the applicable items in Schedule 1.

Part 2A—Airservices Australia: Richmond procedures

5A Definitions for Part 2A, Schedule 1

  In this Part:

Richmond procedure means the terminal instrument flight procedure published as Richmond (YSRI) ILS-Z OR LOC-Z RWY 28.

Westmead procedure means a terminal instrument flight procedure published as:

(a) Westmead CASB (YXWS) RNP 126; or

(b) Westmead CASB (YXWS) RNP 026.

5B Overlapping terminal instrument flight procedures at Richmond (with Westmead)

 Design of procedures and overlapping procedures

 (1) For subsection 15(1), AA is not required to comply with the standards set out in the following provisions of the Part 173 Manual of Standards:

(a) paragraph 8.1.1.3, to the extent that the Richmond procedure does not comply with the standards in the provision due to the design and publication of a Westmead procedure; and

(b) paragraphs 8.1.1.4 and 8.1.1.5, to the extent that the Richmond procedure is not designed in accordance with the standards in those provisions.

 (2) For subsection 15(2), AA is not required, for regulation 173.100, as modified by section 18, to ensure that the certificate by AA’s chief designer for the Richmond procedure is to the effect that the procedure is designed and validated in accordance with the standards set out in paragraphs 8.1.1.3, 8.1.1.4 and 8.1.1.5 of the Part 173 Manual of Standards.

 (3) For subsection 15(3), AA’s chief designer is not required, in relation to a certificate issued for the Richmond procedure, to comply with the requirement that the certificate be to the effect that the flight procedure is designed and validated in accordance with the standards set out in paragraphs 8.1.1.3, 8.1.1.4 and 8.1.1.5 of the Part 173 Manual of Standards.

5C Richmond procedure—requirements

 (1) AA must ensure that design work in relation to the Richmond procedure is carried out so that the design is clearly marked with a caution note indicating that the procedure is overlaid by YXWS RNP 126 and YXWS RNP 026, and aircraft separation is not assured outside Richmond ATC hours.

 (2) In this clause:

YXWS means the helipad at Westmead Hospital, identified as “Westmead CASB”.

5D Requirement to conduct post-implementation review—operation of Richmond procedure

 (1) AA must, before 9 July 2027:

(a) conduct a post-implementation review (PIR) of the operation of the Richmond procedure; and

(b) as part of the PIR, consult with operators that use the Richmond procedure; and

(c) provide a copy of the PIR report to CASA.

 (2) AA must, when finalising the Review report, take into account any input provided by the operators.
