1 Name
This instrument is the Part 66 Manual of Standards Amendment Instrument 2026 (No. 2).
2 Commencement
This instrument commences at the later of the following:
(a) immediately after the commencement of Schedule 4 of the Civil Aviation Legislation Amendment (Minor Changes) Regulations 2026;
(b) the day after it is registered.
3 Amendment of the Part 66 Manual of Standards
Schedule 1 amends the Part 66 Manual of Standards.

66.A.70 Removal of exclusions from licence
(a) An exclusion of an aircraft system or subset of an aircraft system from an aircraft engineer licence prevents the licence holder from exercising certification privileges for the aircraft system or subset.
Note 1 An aircraft engineer licence may be endorsed with more than 1 exclusion.
Note 2 Regulation 66.072 of CASR provides for the removal by CASA of exclusions of aircraft systems or subsets from aircraft engineer licences. To meet the requirements necessary for removal of an exclusion, applicants may either complete training conducted by a MTO or undertake self-study. Evidence must be provided to CASA, by an MTO or the licence holder, as applicable, that the holder meets the requirements for removal.
Note 3 For CASA to remove an exclusion endorsed on a licence held by a person being trained by an MTO, the applicant must meet the basic knowledge and competency requirements for the aircraft system or subset under section 66.A.25 — see paragraph 66.072 (3) (a) of CASR. The applicant must complete the units of competency required for removal of the exclusion under Appendix VIII before the exclusion is removed — see paragraph 66.A.25 (i).
(b) For paragraph 66.072 (3) (b) of CASR, if the applicant is undertaking self-study to meet the requirements necessary for removal of an exclusion, the basic knowledge and practical experience requirements for the aircraft system or subset are:
1. the basic knowledge requirements for the aircraft system or subset under section 66.A.25; and
2. the basic practical maintenance experience, on the excluded system or subset, that is specified in the Basic Practical Experience Exclusion Removal Logbook.

(c) If the applicant is undertaking self-study to meet the requirements necessary for removal of an exclusion, the applicant must record in the Basic Practical Experience Exclusion Removal Logbook evidence of their acquisition of the basic practical maintenance experience mentioned in subparagraph (b) 2.

66.A.75 Removal of exclusions from ratings
Note Regulation 66.110 of CASR provides for the removal of exclusions of aircraft systems or subsets on aircraft type ratings endorsed on aircraft engineer licences. For CASA to remove an exclusion on a rating, CASA must be satisfied, on the basis of evidence received from an MTO or a Part 145 organisation, that the licence holder has:
The holder’s licence must not be subject to the exclusion of the aircraft system or subset.
(a) For subparagraph 66.110 (2) (a) (i) of CASR, the aircraft type training for the aircraft type required for the aircraft system or subset is the theoretical training and examination mentioned in paragraph 66.A.45 (d).
(b) For paragraph 66.100 (b) of CASR, the practical experience that is necessary for removal of an exclusion is:
1. the practical training and assessment mentioned in section 66.A.50; or
2. the on the job training and assessment mentioned in section 66.A.55.
(c) The training, assessment and examination may be provided by an MTO or, if described in its Part 145 AMO exposition, by an AMO if the exclusion removal has been permitted under subparagraph 66.100 (a) (ii) of CASR, using a training and assessment regime provided in accordance with paragraph 145.025 (3) (c) of CASR.
(d) For subregulation 66.095 (2), and Subpart 202.CG, of CASR, the exclusion of an aircraft system or subset of an aircraft system mentioned in column 1 of an item in the Table in Appendix VII, with the related exclusion identifier mentioned in column 2 and title mentioned in column 3 of the item, is specified as an exclusion on a rating for which an AMO may be authorised to provide training, assessment and authorisations.
