Financial Framework (Supplementary Powers) Regulations 1997
This instrument is the Financial Framework (Supplementary Powers) Amendment (Health, Disability and Ageing Measures No. 1) Regulations 2026.
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

778 | Aboriginal and Torres Strait Islander Health Professional Organisations | To provide funding to Aboriginal and Torres Strait Islander health professional organisations to support the Aboriginal and Torres Strait Islander health workforce, including by: (a) improving skills, capacity, recruitment and retention of Aboriginal and Torres Strait Islander health professionals; and (b) increasing the number of Aboriginal and Torres Strait Islander students studying for health qualifications and improving the graduation and employment rates of those students; and (c) delivering mentoring, support, professional networking and development opportunities for Aboriginal and Torres Strait Islander health students and health professionals; and (d) promoting culturally safe and responsive environments for Aboriginal and Torres Strait Islander health students, health professionals and health consumers; and (e) improving the quality of health workforce planning and policies. |
779 | Perinatal Mental Health Centres | To support the mental health of new and expectant parents by funding the establishment and operation of perinatal mental health centres that: (a) provide specialist assessment, diagnosis and treatment for people experiencing, or at risk of, perinatal mental illness; and (b) provide multidisciplinary team‑based mental health care for new and expectant parents, including by clinical psychologists, registered psychologists and social workers; and (c) contribute to the development of a specialist perinatal mental health workforce; as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12. This objective also has the effect it would have if it were limited to measures for the provision of, or incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution). |
780 | Rural Health Multidisciplinary Training Program | To provide funding to university organisational units, such as: (a) university departments of rural health; or (b) rural clinical schools; or (c) regional training hubs; in critical health fields, including medicine, nursing, midwifery, dentistry and allied health, to support students to study and train in regional, rural and remote areas and remain in those areas once qualified. This objective has the effect it would have if it were limited to measures: (a) for the provision of, or incidental to the provision of, medical services or benefits to students (within the meaning of paragraph 51(xxiiiA) of the Constitution); or (b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12. |
781 | Youth specialist care centres | To provide funding to: (a) establish and operate a network of youth specialist care centres that provide comprehensive treatment and care for young people with complex mental health needs and support for their families and caregivers; and (b) support the governance of those centres; and (c) collect data about those centres; and (d) support the continuous improvement of those centres by evaluating them. This objective has the effect it would have if it were limited to measures: (a) for the provision of, or incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or (b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12. |
