Financial Framework (Supplementary Powers) Regulations 1997

 

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Health, Disability and Ageing Measures No. 4) Regulations 2025.

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Grant to M Riewoldt Holdings Limited

To provide funding to M Riewoldt Holdings Limited to improve outcomes for patients with bone marrow failure syndromes, including by funding the following:

(a) research relating to the prevention, diagnosis and treatment of bone marrow failure syndromes;

(b) telesupport services and peer support programs;

(c) educational outreach services for healthcare providers;

(d) the Aplastic Anaemia and other Bone Marrow Failure Syndromes Registry and the Australian Bone Marrow Failure Biobank;

as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.

Grant to CareFlight Limited

To provide funding to CareFlight Limited to purchase and modify an aircraft to use for emergency aeromedical retrieval services in the Northern Territory.

Grant to FightMND Ltd

To provide funding to FightMND Ltd to undertake activities that support or facilitate:

(a) scientific research and development projects, including conferences and opportunities for information sharing, for the diagnosis and treatment of motor neurone disease (MND); and

(b) the Global MND Research Roundtable; and

(c) upgrades to its customer relationship management capacity; and

(d) the development and distribution of content to raise awareness about MND.

This purpose has the effect it would have if it were limited to measures:

(a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.

BloodBorne Viruses and Sexually Transmissible Infections Research Program

To provide funding for research activities that support reducing the incidence and prevalence rates of bloodborne viruses and sexually transmissible infections, as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.

This objective also has the effect it would have if it were limited to measures:

(a) for the provision of, or incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(b) with respect to Indigenous Australians and particular groups of Indigenous Australians; or

(c) undertaken in the exercise of the executive power of the Commonwealth.

First Nations Maternal and Child Health Program

To provide funding for the development and implementation of a new model of care that provides:

(a) continuous maternal and perinatal care for women who are pregnant with an Aboriginal or Torres Strait Islander child; and

(b) health care for Aboriginal or Torres Strait Islander infants that can extend to children aged 2 years old;

as a measure with respect to Indigenous Australians and particular groups of Indigenous Australians.

Growing the Psychiatry Workforce—Certificate of Postgraduate Training in Clinical Psychiatry Scholarships

To provide benefits to students by funding scholarships for medical professionals to undertake postgraduate training in clinical psychiatry.

Medicare Urgent Care Clinics Program

To provide funding for the establishment and operation of Medicare Urgent Care Clinics to improve health care outcomes in the community, including by:

(a) providing accessible, urgent medical services for nonlifethreatening conditions; and

(b) reducing pressure on the public hospital system by diverting nonlifethreatening cases away from hospital emergency departments.

This objective has the effect it would have if it were limited to measures:

(a) for the provision of, or incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.

Palliative Care Capability in Aged Care

To provide advice to general practitioners and aged care providers that provide the following types of services (palliative care services):

(a) palliative care;

(b) end of life care;

(c) advance care planning;

to recipients of aged care services to:

(d) enhance the quality and support of palliative care services for recipients of aged care services; and

(e) improve linkages and coordination between palliative care services and aged care services.

This objective has the effect it would have if it were limited to measures:

(a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(b) for the provision of, or incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(c) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.

Peer Workforce Training Placements

To provide benefits to students by funding peer worker training placements for individuals with personal experience of mental health challenges, to assist these individuals in meeting the minimum work requirements for a professional qualification.

Psychiatry Workforce Program

To provide funding for training posts in psychiatry and associated supervisory support, as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
