Schedule 1—Amendments

Financial Framework (Supplementary Powers) Regulations 1997

 

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Education Measures No. 2) Regulations 2025.

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Grant to Good to Great Schools Australia

To provide funding to Good to Great Schools Australia to support teachers, people training to be teachers and teaching assistants in regional, rural and remote Australia to obtain accredited credentials to upskill in evidencebased teaching practices, as a measure to give effect to Australia’s obligations under either or both of the following:

(a) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29;

(b) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13.

Building Early Education Fund Integrated Services Program

To provide funding for the construction or expansion of facilities to support the delivery of early childhood education and care integrated with either or both of the following:

(a) child and maternal health services or services supporting the development and wellbeing of children (including playgroups), including children with a disability;

(b) services for the benefit of Indigenous children and their families.

This objective has the effect it would have if it were limited to measures:

(a) to give effect to Australia’s obligations under one or more of the following:

(i) the Convention on the Rights of Persons with Disabilities, particularly Articles 4 and 19;

(ii) the Convention on the Rights of the Child, particularly Articles 2, 4, 18, 23, 24, 27, 28 and 29;

(iii)  the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12; or

(b) with respect to Indigenous Australians and particular groups of Indigenous Australians.
