Schedule 1—Amendments

Financial Framework (Supplementary Powers) Regulations 1997

 

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Foreign Affairs and Trade Measures No. 3) Regulations 2025.

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

  Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

ASEANAustralia Centre Grants Program

To provide funding to the ASEANAustralia Centre for grants to eligible recipients to develop, promote and strengthen understanding and engagement between Australia and Southeast Asia.

Centre for AustraliaIndia Relations Maitri Program

To build and maintain Australia’s relationship with India, by funding the Centre for AustraliaIndia Relations to provide grants to eligible recipients for:

(a) projects that benefit that relationship, including artistic, cultural, sporting, scientific, academic, business and media projects; and

(b) postgraduate scholarships for Indian students to study higher education degrees at Australian universities; and

(c) fellowships for Australian and Indian researchers to work on AustraliaIndia geostrategic or geoeconomic policy issues.

This objective also has the effect it would have if it were limited to measures:

(a) in connection with trade and commerce with other countries, or among the States and Territories; or

(b) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or

(c) for the provision of benefits to students (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(d) with respect to places, persons, matters or things external to Australia.

PacificAus Sports Grants Program

To strengthen relationships between Australia and the Pacific through sport by fostering elite sports pathways for Pacific athletes and sporting teams, and fostering engagement between Australian and Pacific sporting teams, athletes and stakeholders, including by funding activities that support:

(a) Pacific teams and athletes’ participation in multisport events, including Olympic, Paralympic and Commonwealth Games; and

(b) Pacific teams and athletes’ participation in high level Australian and international sporting competitions; and

(c) the presence of Australian sporting codes in the Pacific; and

(d) the development of pathways for emerging Pacific athletes and officials to receive high performance coaching, training and competition.

This objective has the effect it would have if it were limited to measures:

(a) with respect to places, persons, matters or things external to Australia; or

(b) with respect to Australia’s relations with foreign countries; or

(c) with respect to the relations of the Commonwealth with the islands of the Pacific.
