Schedule 1—Amendments

Financial Framework (Supplementary Powers) Regulations 1997

 

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Foreign Affairs and Trade Measures No. 2) Regulations 2025.

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Australian Cultural Diplomacy Grants Program

To provide funding to support cultural and artistic activities that strengthen international partnerships and enhance perceptions of Australia overseas, including the following activities:

(a) building international cultural understanding, collaboration and connections;

(b) building international peopletopeople partnerships;

(c) building institutional partnerships;

(d) telling Australian stories and amplifying First Nations voices overseas;

(e) promoting a peaceful, stable and prosperous IndoPacific region.

This objective has the effect it would have if it were limited to measures:

(a) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or

(b) with respect to Indigenous Australians and particular groups of Indigenous Australians; or

(c) with respect to places, persons, matters or things external to Australia; or

(d) with respect to the relations of the Commonwealth with the islands of the Pacific.

Pacific Onshore Health Access

To cover costs of a limited number of persons from the Pacific accessing medical care in Australia.

This objective has the effect it would have if it were limited to measures:

(a) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or

(b) with respect to Australia’s relations with foreign countries; or

(c) with respect to the relations of the Commonwealth with the islands of the Pacific.

Support for Solomon Islands

To provide financial assistance to, or for the benefit of, Solomon Islands, including for initiatives relating to regional issues in the Pacific and support for the Royal Solomon Islands Police Force.

This objective has the effect it would have if it were limited to measures:

(a) with respect to places, persons, matters or things external to Australia; or

(b) with respect to the relations of the Commonwealth with the islands of the Pacific.

AustraliaIndia Trade and Investment Accelerator Fund

To provide funding for activities directed to increasing trade and investment between Australia and India, including the following activities:

(a) supporting the marketing and promotion of Australian goods and services in the Indian market;

(b) collecting and distributing information on one or more of the following:

(i) trading and investment opportunities for Australian businesses in India;

(ii) the Indian market and consumers in that market;

(iii) Indian requirements relating to trade or investment;

(c) connecting Australian businesses to expertise on either or both of the following:

(i) the Indian market and consumers in that market;

(ii) Indian requirements relating to trade or investment;

(d) minimising risk for Australian businesses wanting to invest in India or trade with Indian businesses;

(e) facilitating relationships between Australian and Indian governments, businesses and research institutions;

(f) building and expanding pathways for Australian businesses to import knowledge and skills from India;

(g) promoting opportunities for Indian businesses to invest in Australia.

This objective also has the effect it would have if it were limited to measures:

(a) with respect to immigration or emigration; or

(b) with respect to places, persons, matters or things external to Australia; or

(c) undertaken in the exercise of the executive power of the Commonwealth; or

(d) involving the granting of financial assistance to a State or Territory; or

(e) undertaken in, or in relation to, a Territory.
