  This instrument is the Road Vehicle Standards (Information on the Register of Approved Vehicles) Amendment Determination 2025.

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Note 1: This table relates only to the provisions of this instrument as originally made. It will not be amended to deal with any later amendments of this instrument.

Note 2: Schedule 2 to the Road Vehicle Standards (Information on the Register of Approved Vehicles) Amendment Determination 2024 is to commence at the start of day on 1 July 2025.

 (2) Any information in column 3 of the table is not part of this instrument. Information may be inserted in this column, or information in it may be edited, in any published version of this instrument.

  This instrument is made under section 12 of the Road Vehicle Standards Rules 2019.

  Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

  1.         Subsection 5(1)

Insert:

manufacturer means, in relation to vehicles entered on the RAV via the type approval pathway:

  1.     the holder of a road vehicle type approval that applies to the vehicle; or
  2.     a person authorised, in writing, by the holder of such an approval to enter vehicles on the RAV under the approval.

rated towing capacity, in relation to an MC category vehicle, means the maximum towing mass as specified by the vehicle’s manufacturer.

 

  1.         Subsection 5(1) (definition of mass in running order)

 

Repeal the definition.

 

  1.         Before subsection 5(2)

Insert:

(2A)  In this instrument, except where subsection (2B) applies, mass in running order has the same meaning as in the Vehicle Standard (Australian Design Rule 111/00 – Advanced Emission Control for Light Vehicles) 2024, or any later version.

(2B) For a vehicle entered on the RAV as a chassis-cab with no bodywork fitted, for the purposes of this instrument, the vehicle’s mass in running order is deemed to be:

  1.     the highest mass in running order value declared in the supporting information underpinning the carbon dioxide emissions value declared for the chassis-cab by the manufacturer; or
  2.     the ‘mass in running order’ of the chassis-cab without bodywork fitted plus the average mass of the bodywork options offered for fitment to the vehicle by the vehicle’s manufacturer; or
  3.     the ‘mass in running order’ of the chassis-cab without bodywork fitted plus the maximum area of the body recommended for fitment to the vehicle by the vehicle’s manufacturer (in square metres to one decimal place) multiplied by 50kg.

Insert:

CNG is an abbreviation for compressed natural gas.

EV (short for electric vehicle), in relation to a motive power type, means a vehicle equipped with a powertrain containing exclusively electric machines as propulsion energy converters and exclusively rechargeable electric energy storage systems as propulsion energy storage systems.

FCEV (short for fuel cell electric vehicle), in relation to a motive power type, means a vehicle equipped with a powertrain containing exclusively fuel cell(s) and electric machine(s) as propulsion energy converter(s).

HEV (short for hybrid electric vehicle), in relation to a motive power type, means a hybrid vehicle where one of the propulsion energy converters is an electric machine.

HEV – Diesel, in relation to a motive power type, means a non-external charging HEV with a diesel ICE.

HEV – H2, in relation to a motive power type, means a non-external charging HEV with a hydrogen ICE.

HEV – Petrol, in relation to a motive power type, means a non-external charging HEV with a petrol ICE.

H2 is an abbreviation for hydrogen.

hybrid vehicle has the same meaning as in the Vehicle Standard (Australian Design Rule 111/00 – Advanced Emission Control for Light Vehicles) 2024, or a later version.

ICE is an abbreviation for internal combustion engine.

ICE – CNG, in relation to a motive power type, means a vehicle powered by an ICE operating on CNG fuel.

ICE – Diesel, in relation to a motive power type, means a vehicle powered by an ICE operating on diesel fuel.

ICE – H2, in relation to a motive power type, means a vehicle powered by an ICE operating on H2 fuel.

ICE – LPG, in relation to a motive power type, means a vehicle powered by an ICE operating on LPG fuel.

ICE – Petrol, in relation to a motive power type, means a vehicle powered by an ICE operating on petrol fuel.

ICE – Petrol + LPG, in relation to a motive power type, means a vehicle powered by an ICE with the ability to operate on either petrol fuel or LPG fuel.

LPG is an abbreviation for liquefied petroleum gas.

motive power type, means whichever of the following expressions applies to the vehicle:

  1.     EV;
  2.     FCEV;
  3.     HEV – Diesel; 
  4.     HEV – H2;
  5.     HEV – Petrol;
  6.      ICE – CNG;
  7.     ICE – Diesel;
  8.     ICE – H2;
  9.      ICE – LPG;
  10.      ICE – Petrol;
  11.     ICE – Petrol + LPG;
  12.      PHEV – Diesel;
  13. PHEV – H2;
  14.     PHEV – Petrol;
  15.     Other.

Other, in relation to a motive power type, means any other motive power type not otherwise described.

PHEV (short for plug-in hybrid electric vehicle), in relation to a motive power type, means a HEV that can be charged from an external source.

PHEV – Diesel, in relation to a motive power type, means a PHEV with a diesel ICE.

PHEV – H2, in relation to a motive power type, means a PHEV with a H2 ICE.

PHEV – Petrol, in relation to a motive power type, means a PHEV with a petrol ICE.
