I, Tony Burke, Minister for the Arts, make the following instrument.

This instrument is the Public Lending Right Scheme (Payment Rates) Modification 2025.
The whole of this instrument commences on the day after it is registered.
This instrument is made under paragraph 5(1)(b) of the Public Lending Right Act 1985.
The Public Lending Right Scheme 2016 is modified as set out in Schedule 1 to this instrument.
1 Subsection 14(2)
Repeal the subsection, substitute:
(2) The creators’ public lending right rate of payment is provided by the following table:
Estimated number of copies of a book | Rate of payment |
Up to 1,500 copies | $2.30 per copy |
1,501 – 2,000 copies | $2.32 per copy |
2,001 – 10,000 copies | $2.35 per copy |
10,001 – 60,000 copies | $2.24 per copy |
60,001 copies or more | $1.75 per copy |
2 Subsection 15(2)
Repeal the subsection, substitute:
(2) The publishers’ public lending right rate of payment is provided by the following table:

Up to 1,500 copies | 57.5 cents per copy |
1,501 – 2,000 copies | 58 cents per copy |
2,001 – 10,000 copies | 58.75 cents per copy |
10,001 – 60,000 copies | 56.0 cents per copy |
60,001 copies or more | 43.75 cents per copy |
