Student Identifiers Regulation 2014

 

1  Name

  This instrument is the Student Identifiers Amendment (Authorised Collection, Use or Disclosure—Study Hubs Programs) Regulations 2024.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

  This instrument is made under the Student Identifiers Act 2014.

  Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

Schedule 1Amendments

 

Student Identifiers Regulation 2014

1  Section 4 (definition of Regional University Centres Program)

Repeal the definition.

2  Section 15A (heading)

Omit “Centres”, substitute “Study Hubs”.

3  Subsection 15A(1)

Omit “Regional University Centres Program”, substitute “program specified in subsection 64(1) of the Higher Education Support (Other Grants) Guidelines 2022 (that is, the Regional University Study Hubs Program)”.

4  Subsection 15A(2)

Omit “the Regional University Centres Program”, substitute “that program”.

5  After section 15A

Insert:

15B  Authorisation—Suburban University Study Hubs Program

 (1) This section applies if a grant has been made to an entity under Part 23 of the Higher Education Support Act 2003, under the program specified in subsection 66A(1) of the Higher Education Support (Other Grants) Guidelines 2022 (that is, the Suburban University Study Hubs Program).

 (2) The entity is authorised to:

 (a) collect or use a student identifier of an individual who is registered with the entity or to whom the entity provides support; or

 (b) disclose a student identifier of such an individual to the Secretary of, or an APS employee in, the Education Department or a third party engaged by the Education Department;

for the purposes of assisting the Education Department to administer, or to undertake policy development in relation to, that program.

6  In the appropriate position in Part 4

Insert:

20  Amendments made by the Student Identifiers Amendment (Authorised Collection, Use or Disclosure—Study Hubs Programs) Regulations 2024

  Section 15B, as inserted by the Student Identifiers Amendment (Authorised Collection, Use or Disclosure—Study Hubs Programs) Regulations 2024, applies in relation to the use or disclosure of a student identifier on or after the commencement of this section, regardless of when the student identifier was collected.
