Financial Framework (Supplementary Powers) Regulations 1997

1  Name

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Foreign Affairs and Trade Measures No. 1) Regulations 2022.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Australian Agriculture Visa program

To support the development and implementation of an Australian Agriculture Visa program.

This objective has the effect it would have if it were limited to measures:

(a) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or

(b) with respect to immigration or emigration; or

(c) with respect to external affairs (within the meaning of paragraph 51(xxix) of the Constitution); or

(d) undertaken in the exercise of the executive power of the Commonwealth.

Pacific Australia Labour Mobility Scheme

To support a mobility program to provide workers from Pacific island countries and TimorLeste with the opportunity to take up temporary seasonal and nonseasonal work opportunities in Australia.

This objective has the effect it would have if it were limited to measures:

(a) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or

(b) with respect to immigration or emigration; or

(c) with respect to external affairs (within the meaning of paragraph 51(xxix) of the Constitution); or

(d) with respect to Australia’s relations with the islands of the Pacific.

Support for the Republic of Palau

To provide financial assistance to, or for the benefit of, the Republic of Palau, as a measure with respect to external affairs (within the meaning of paragraph 51(xxix) of the Constitution).

This objective also has the effect it would have if it were limited to measures with respect to Australia’s relations with the islands of the Pacific.
