I, ROMAN QUAEDVLIEG, ComptrollerGeneral of Customs, under section 4A of the Customs Act 1901 (the Customs Act), approve the attached “OUTTURN REPORT (SUBSECTIONS 64ABAA(1) AND (4))  AIR” statement as an approved statement for the purposes of communicating electronically to the Department the following reports in accordance with subparagraph 64ABAA(5)(c)(i) of that Act:

 

(a)   an outturn report in respect of cargo that has been unloaded from an aircraft at an airport in Australia; and

(b)   an outturn report in respect of cargo that was unloaded from an aircraft and has been moved, under a permission given under section 71E of the Customs Act, to a Customs place other than a warehouse.

 

This Instrument commences on 1 October 2015.

Sender Reference

The identifier assigned by the person communicating the report to identify (and distinguish from others) the report and all subsequent amendments to the report.

Sender Reference Version

The numeric identifier assigned by the person communicating the report to identify the version of the report or the sequence of related reports.

Flight Number

The airline code (as allocated by the International Air Transport Association (IATA)), and flight number (as assigned by the carrier to identify the journey of the aircraft) for the flight carrying the cargo.

Scheduled Arrival Date

The date the aircraft, that was carrying the cargo, arrived at the first airport in Australia where cargo was unloaded.

Outturn Establishment Code

If the report is being communicated under subsection 64ABAA(1)  the unique identifier assigned to the depot that received the cargo and to which the report relates (the depot).

If the report is being communicated under subsection 64ABAA(4)  the unique identifier assigned to the Customs place that received the cargo and to which the report relates (the Customs place).

Outturn Date

If the report is being communicated under subsection 64ABAA(1)  the date the cargo was unloaded from the aircraft.

If the report is being communicated under subsection 64ABAA(2)  the date the cargo was received at the Customs place.

Outturn Time

If the report is being communicated under subsection 64ABAA(1)  the time the cargo was completely unloaded from the aircraft.

If the report is being communicated under subsection 64ABAA(4)  the time the cargo was received at the Customs place.

Responsible Party Client ID

The Australian Business Number (ABN), or code allocated by the Department (the Customs Client Identifier or CCID), that identifies the depot operator or operator of the Customs place responsible for making the report.

Master Air Waybill Number

For each line of cargo  the master air waybill number for the cargo.

House Air Waybill Number

For each line of cargo  the house air waybill number for the cargo.

Number of Packages

For each line of cargo  the total number of packages of cargo.

Damage Indicator

Indicate if the unpacked cargo is damaged.

Outturn Result Code

Indicate if there are any discrepancies between the cargo report relating to the cargo and the goods unloaded.

Surplus Consignment

There is a consignment that has been unloaded that is not included in the cargo report.

SH

Shortage

There are goods included in the cargo report that have not been unloaded.

Surplus packages

There are packages that have been unloaded that are not included in the cargo report.

Indicate if any cargo is suspected of being stolen.
