1 Name
This instrument is the Financial Framework (Supplementary Powers) Amendment (Foreign Affairs and Trade Measures No. 1) Regulations 2023.
2 Commencement
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Insert:
593 | Vietnamese labour mobility for work in relation to primary industries in Australia | To support a mobility program that assists citizens of Vietnam to take up temporary seasonal and non‑seasonal work opportunities in, or in relation to, primary industries in Australia. This objective has the effect it would have if it were limited to measures: (a) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or (b) with respect to external affairs (within the meaning of paragraph 51(xxix) of the Constitution). |
594 | Pacific Engagement Visa | To fund a broad range of services to support citizens of Pacific Island countries and Timor‑Leste and members of their immediate family to find employment and settle in Australia. This objective has the effect it would have if it were limited to measures: (a) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or (b) with respect to immigration or emigration. |
