These regulations amend the Financial Framework (Supplementary Powers) Regulations 1997 to establish legislative authority for government spending on an activity administered by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts to Newcastle Airport Pty Limited (NAPL) to upgrade the international terminal facilities at Newcastle Airport.
