This instrument makes rules to be followed by a primary universal service provider about the location of payphones, sets performance standards and benchmarks for installation and repair of payphones, and determines requirements for public consultation and complaints-handling in relation to a proposed installation and/or removal of a payphone by a primary universal service provider.
