Financial Framework (Supplementary Powers) Regulations 1997 2
1 Name
This instrument is the Financial Framework (Supplementary Powers) Amendment (Education, Skills and Employment Measures No. 1) Regulations 2021.
2 Commencement
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.
4 Schedules
Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.
Schedule 1—Amendments
Financial Framework (Supplementary Powers) Regulations 1997
1 Part 3 of Schedule 1AB (table item 13, column headed “Purpose”)
Omit all of the words from and including “completion of, school”, substitute:
completion of, school, and expanding their opportunities for work and training post‑school, to give effect to Australia’s obligations under one or more of the following:
(a) the Convention on the Rights of the Child, particularly Articles 4, 6(2), 18(2), 28(1) and 29(1);
(b) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6;
(c) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2.
This purpose also has the effect it would have if it were limited to measures:
(a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or
(b) for the provision of, or incidental to the provision of, benefits to students (within the meaning of paragraph 51(xxiiiA) of the Constitution).
2 In the appropriate position in Part 3 of Schedule 1AB (table)
Insert:
47 | Grant to Anti‑Defamation Commission Incorporated–National Holocaust Education Digital Platform | To support Anti‑Defamation Commission Incorporated to: (a) create, promote and maintain an online platform for Holocaust education, and educational resources for the platform; and (b) provide training to education professionals to use the platform and resources. |
48 | Grant to Islamic Museum of Australia | To support Islamic Museum of Australia, including assisting it to: (a) develop educational resources and online learning platforms; and (b) upgrade its infrastructure and facilities; and (c) deliver education and training; to give effect to Australia’s obligations under one or more of the following: (d) the Convention on the Rights of the Child, particularly Articles 4 and 29; (e) the International Convention on the Elimination of All Forms of Racial Discrimination, particularly Articles 2 and 7; (f) the International Covenant on Civil and Political Rights, particularly Articles 2 and 27. 3 Part 4 of Schedule 1AB (table item 150)
Repeal the item, substitute:
150 | Early Learning STEM Australia | To fund measures that are aimed at engaging children in science, technology, engineering and mathematics (STEM) in the preschool and primary school years, including: (a) developing and delivering online content, through the use of telecommunication services, for STEM education to preschool and primary school students; and (b) providing training to early childhood educators and primary school teachers; to give effect to Australia’s obligations under either or both of the following: (c) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29; (d) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13. This objective also has the effect it would have if it were limited to measures: (a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or (b) undertaken in, or in relation to, a Territory. |
4 Part 4 of Schedule 1AB (table item 222)
Repeal the item, substitute:
222 | Flexible Literacy Remote Primary Schools Program | To fund training for teachers at remote primary schools to enable them to adopt explicit instruction teaching methods in relation to literacy, numeracy and science to improve the skills and knowledge of students in remote locations (particularly Aboriginal and Torres Strait Islander students) in the areas of literacy, numeracy and science, to give effect to Australia’s obligations under either or both of the following: (a) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29; (b) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13. This objective also has the effect it would have if it were limited to providing funding for measures: (a) with respect to Indigenous Australians and particular groups of Indigenous Australians; or (b) undertaken in, or in relation to, a Territory. |

463 | Holocaust Memorial Week | To support the Australian Education Working Group within the International Holocaust Remembrance Alliance to promote Holocaust education during Holocaust Memorial Week by developing and delivering online educational resources, and undertaking related activities, including the following: (a) creating, promoting and maintaining an online platform to distribute those resources to schools; (b) conducting a social media campaign to promote use of the online platform; (c) evaluating the use by schools of the educational resources delivered through the online platform. |
464 | Emerging Priorities Program | To provide funding to improve educational outcomes or to support career development (or both) for school students, including by: (a) supporting school attendance and completion; and (b) addressing health issues of school students, teachers and school leaders, including mental health issues; and (c) providing professional development for school leaders and teachers directed at improving educational outcomes; and (d) providing online or face‑to‑face educational resources for school leaders, teachers, students and parents to support the teaching and learning of school students; and (e) providing career training, guidance and advice to school students; and (f) researching, analysing and addressing the impacts of unexpected events, including the COVID‑19 pandemic, on educational outcomes for school students; to give effect to Australia’s obligations under one or more of the following: (g) the Convention on the Rights of the Child, particularly Articles 4, 24, 28 and 29; (h) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2, 6, 12 and 13; (i) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2; (j) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1 to 4.
