1  Name

                   This instrument is the Financial Framework (Supplementary Powers) Amendment (Home Affairs Measures No. 1) Regulations 2021.

2  Commencement

             (1)  Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

3  Authority

                   This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.

4  Schedules

                   Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

Schedule 1Amendments

  

Financial Framework (Supplementary Powers) Regulations 1997

1  Part 4 of Schedule 1AB (table item 434, column headed “Objective(s)”)

Omit all the words from and including “who are” to and including “COVID‑19.”, substitute:

who:

(a) are Australian citizens, Australian permanent residents or holders of a temporary visa who have the right to work in Australia; and

(b) are aged 17 years or over; and

(c) do not have appropriate leave entitlements; and

(d) are, or were, unable to earn income because:

(i) they are, or have been, required to remain in isolation for a period as a quarantine measure; or

(ii) they are caring for, or cared for, a person required to remain in isolation for a period as a quarantine measure;

      as a result of the coronavirus known as COVID‑19; and

(e) during that period, are, or were:

(i) in Australia; and

(ii) not otherwise receiving income support payments or certain other Commonwealth payments; and

(iii) not a person for whom an entity receives jobkeeper payment under section 14 of the Coronavirus Economic Response Package (Payments and Benefits) Rules 2020.
