| To provide financial assistance to: (a) local government bodies, and similar bodies responsible for providing local community services and infrastructure; and (b) States and Territories; for the construction, maintenance or improvement of: (c) roads and associated facilities; and (d) community infrastructure; as a measure to support recovery from the adverse effects of the national crisis resulting from the coronavirus known as COVID‑19. This objective also has the effect it would have if it were limited to measures: (a) with respect to trade and commerce with other countries, or among the States and Territories; or (b) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or (c) for, or in relation to, Indigenous Australians or particular groups of Indigenous Australians; or (d) to give effect to Australia’s obligations under either or both of the following: (i) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6; (ii) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2; or (e) involving the granting of financial assistance to a State or Territory; or (f) undertaken in, or in relation to, a Territory. |
