This instrument sets out guidelines for the exercise of the Secretary’s power to make a declaration that payment of a person’s participation payment is to continue where the person has applied for a review of an adverse decision that resulted in the application of a compliance penalty period under subsection 42P(1) or 42S(1) of the Social Security (Administration) Act 1999.
