1  Name

                   This instrument is the Financial Framework (Supplementary Powers) Amendment (Education Measures No. 1) Regulations 2019.

2  Commencement

             (1)  Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

                   This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.

                   Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

Schedule 1Amendments

  

Financial Framework (Supplementary Powers) Regulations 1997

1  In the appropriate position in Part 3 of Schedule 1AB (table)

Insert:

Grants to The Bell Shakespeare Company Limited

To provide funding to The Bell Shakespeare Company Limited to facilitate performing arts education in schools by:

(a) developing theatre productions and:

(i) delivering those productions to school students; or

(ii) streaming those productions to schools over the internet; and

(b) providing discounted tickets to school students to attend theatre productions by the company; and

(c) mentoring and training teachers to better equip them to deliver performing arts education in schools; and

(d) developing resources, including digital resources, to support performing arts education in schools.

This purpose also has the effect it would have if it were limited to providing funding for measures:

(a) with respect to postal, telegraphic, telephonic, and other like services; or

(b) for the provision of benefits to students; or

(c) to give effect to Australia’s obligations under either or both of the following:

(i) the Convention on the Rights of the Child (particularly Articles 28, 29 and 31);

(ii) the International Covenant on Economic, Social and Cultural Rights (particularly Articles 2 and 15); or

(d) that are peculiarly adapted to the government of a nation and that cannot otherwise be carried out for the benefit of the nation; or

(e) in, or in relation to, a Territory.
