This instrument determines, in accordance with subsection 42AR(1) of the Social Security (Administration) Act 1999, the circumstances in which the Secretary must or must not be satisfied that a participation payment recipient has persistently committed mutual obligation failures. It also determines when a recipient's payment is to be reduced (and by how much), or cancelled, once the recipient has persistently committed mutual obligation failures.
