Cockatoo Island Management Plan 2017

Purpose of the supplementary explanatory statement

The purpose of this Supplementary Explanatory Statement is to provide information about the manner in which material is incorporated into the Cockatoo Island Management Plan 2017 (the Plan) and to provide details about where the incorporated documents can be accessed. Details of the Plan are available in the initial explanatory statement.

The ICOMOS Charter for Places of Cultural Significance

The ICOMOS Charter for Places of Cultural Significance (the Burra Charter) provides best practice principles for the conservation of Australian cultural heritage places.  The Burra Charter is incorporated in the Policy 2 of the Conservation Policies (page 82 of the Plan). The Plan should be read as incorporating the Burra Charter as it is at the time the Plan commenced (that is, 24 January 2018), despite any wording in the Plan to the contrary. The Charter cannot be incorporated in the Plan as in force from time to time; therefore, the Plan should be read as not including the words ‘and any revisions of the Charter that might occur in the future’ in accordance with section 13 of the Legislation Act 2003.

Harbour Trust Comprehensive Plan

The Harbour Trust Comprehensive Plan (the Comprehensive Plan) articulates the vision and core values of the Sydney Harbour Federation Trust (the Trust) that guide the Trust’s activities in sites that the Trust has responsibility over and provides the framework for implementation through the development of detailed policies, site management plans and guidelines. The Comprehensive Plan is adopted in the Planning Framework of the Plan (see page 14 of the Plan), and in Policies 23 and 24 of the Conservation Policies (see page 88 of the Plan). The Comprehensive Plan is incorporated in the Plan as at it is at the time the Plan commenced.

Significant Impact Guidelines, May 2006

The Significant Impact Guidelines, dated May 2006, are incorporated into Policy 1 of the Conservation Policies (see page 82 of the Plan).  They are available at the following links:
