EXPLANATORY STATEMENT

Issued by authority of the Minister for Small Business

Currency Act 1965

Currency (Perth Mint) Determination (No. 1) 2017

 

Under subsection 13A(1) of the Currency Act 1965, the Minister for Small Business has made a determination regarding the specifications of coins proposed to be issued by The Perth Mint.

Subsection 13A(1) of the Currency Act 1965 requires that the determination provide details of coin characteristics including standard composition, standard weight, allowable variation from standard weight, design and dimensions.

A determination made by the Minister for Small Business is a disallowable instrument for the purposes of section 42 of the Legislation Act 2003.

 

2017 Australian Kangaroo – Silver Collector Coin

The design on the 2017 Australian Kangaroo (1kg) silver proof coin, consists of a pattern of wavy lines immediately inside the rim that encloses a representation of a bounding kangaroo surrounded by stylised sunrays. The coin includes the following inscriptions “AUSTRALIAN KANGAROO” and “2017 1KILO 9999 SILVER”.

The design on the 2017 Australian Kangaroo (1oz, 1/2oz, 1/4oz, 1/10oz) silver proof coins, consists of a pattern of wavy lines immediately inside the rim that encloses a representation of a bounding kangaroo surrounded by stylised sunrays. The coins include the following inscriptions “AUSTRALIAN KANGAROO” and “2017 Xoz 9999 SILVER” (where “X” is the nominal weight in ounces of the coin, expressed as a whole number or a common fraction in Arabic numerals).

 

2017 Australian Kangaroo – High Relief – Silver Collector Coin

The design on the 2017 Australian Kangaroo (5oz) silver proof coin, consists of a circular border which partly encloses a representation of a bounding kangaroo and a landscape featuring ground, rocks, grasses and leafy foliage. The coin includes the following inscriptions “AUSTRALIAN KANGAROO”, “2017 5oz 999 SILVER” and the initials of the designer Jennifer McKenna “JM”.

 

2018 Australian Kangaroo – Gold Bullion Coin

The design on the 2018 Australian Kangaroo (1kg) gold bullion coin, consists of a pattern of dots forming a border immediately inside the rim, enclosing a representation of a bounding kangaroo, surrounded by stylised sunrays. The coin includes the following inscriptions “· AUSTRALIAN KANGAROO 1 KILO 9999 GOLD”, “2018·” and “RED KANGAROO”.

The design on the 2018 Australian Kangaroo (1oz, 1/2oz, 1/4oz, 1/10oz) gold bullion coins, consists of a circular border and in the foreground, partially obscuring the border is a representation of 2 bounding kangaroos, several stylised lines, and a stylised moon partially obscured by the circular border in the background. The coins include the following inscriptions “AUSTRALIAN KANGAROO”, “2018 Xoz 9999 GOLD” (where “X” is the nominal weight in ounces of the coin expressed as a whole number or a common fraction in Arabic numerals) and the initials of the designer Neil Hollis “NH”.

The design on the 2018 Australian Kangaroo (1oz) platinum bullion coin, consists of a pattern of wavy lines immediately inside the rim that encloses a representation of a bounding kangaroo surrounded by stylised sunrays. The coin includes the following inscriptions “AUSTRALIAN KANGAROO” and “2018 1oz 9995 PLATINUM”.

 

2018 Australian Kookaburra – Silver Bullion Coins

The design on the 2018 Australian Kookaburra (1kg, 10oz, 1oz) silver bullion coins, consists of a circular border and in the foreground, partially obscuring the border is a representation of a kookaburra in mid-flight, a stylised representation of the moon in the background. The coins include the following inscriptions “AUSTRALIAN KOOKABURRA”, “2018 Xoz 9999 SILVER” or “2018 1KILO 9999 SILVER” as the case requires (where “X” is the nominal weight in ounces of the coin expressed as a whole number or a common fraction in Arabic numerals) and the initials of the designer Neil Hollis “NH”.

The coins include the following inscriptions “AUSTRALIAN KOALA”, “2018 1oz 9999 SILVER” or “2018 1KILO 9999 SILVER” as the case requires and the initials of the designer Natasha Muhl “NM”.

The design on the 2017 Australian Swan (1oz) silver bullion coin, consists of a circular border in the foreground and in the background is a representation of a swan on the surface of stylised water. The coin includes the following inscriptions “THE 1OZ 9999 AUSTRALIAN”, “SILVER SWAN” and the initials of the designer Natasha Muhl “NM”.

The design on the 2017 Australian Saltwater Crocodile (1/4oz) gold bullion coin, consists of a circular border which encloses a representation of a crocodile. The coin includes the following inscriptions “AUSTRALIAN SALTWATER CROCODILE”, “2017 1/4oz 9999 GOLD” and the initials of the designer Natasha Muhl “NM”.

The design on the Global Economy (1/10oz) gold bullion coin, consists of a stylised representation of a globe showing the countries Australia and the United State of America, with horizontal and vertical lines, some straight and some curved.

 

2017 Trans-Australian Railway – Aluminium Bronze Collector Coin

The design on the 2017 Trans-Australian Railway (30mm) aluminium bronze coin, consists of a stylised steam train and a train track with a representation of smoke emitting from the chimney, stylised sunrays in the background. The coin includes the following inscriptions “100TH ANNIVERSARY”, “1917 - 2017” and the initials of the designer Wade Robinson “WR”.

 

2017 Women of World War I – Aluminium Bronze Collector Coin

The design on the 2017 Women of World War I (30mm) aluminium bronze coin, consists of a circular border that partially encloses a representation of a nurse with a scarf covering her hair, holding a lamp in one hand and with the other, holding the hand of a soldier partially obscuring the border who has a bandage around his head and a pillow behind his neck laying on a camp bed with rocky ground underneath and a stylised representation of light rays converging behind the lamp. The coin includes the following inscriptions “WOMEN OF WORLD WAR I” and the initials of the designer Aleysha Howarth “AH”.

The design on the 2017 Christmas (30mm) aluminium bronze coin, consists of a gift with a bow and tag, a bauble in the foreground and pine branches in the background. The coin includes the following inscriptions “Season’s Greetings”, “With Love” and the initials of the designer Natasha Muhl “NM”.

 

2017 Christmas Star – Silver Collector Coin

The design on the 2017 Christmas Star (1oz) silver proof coin, consists of a coloured representation of a wooden cabin with open door, coloured lights, snow covered roof and veranda, a stylised representation of a ribbon with a star in the foreground and a forest with snow covered pine trees in the background. The design on the Victory in the Pacific (1/2oz) platinum bullion coin, consists of a circular border enclosing a representation of an eagle holding an olive branch in its talons, superimposed on a background depicting a representation of the flag of the United States of America on one side and the Southern Cross on the other. The coin includes the following inscriptions “VICTORY IN THE PACIFIC”, “1945” and the initials of the designer Thomas Vaughan “TV”.

The design on the Victory in the Pacific (1/2oz) silver bullion coin, consists of a circle enclosing a representation of an eagle holding an olive branch in its talons, superimposed on a background depicting a portion of the Stars and Stripes on one side and stars in the shape of the Southern Cross on the other. The coin includes the following inscriptions “VICTORY IN THE PACIFIC”, “1945” and the initials of the designer Thomas Vaughan “TV”.

 

2017 70th Anniversary of the Royal Wedding – Gold Collector Coins

The design on the 70th Anniversary of the Royal Wedding (2oz, 1/4oz) gold proof coins, consists of a partially enclosed circular border with the heraldic representations of St Edward’s Crown, the flowers from the emblems of the United Kingdom enclosing representations of the Royal Coat of Arms of the United Kingdom alongside the shield from the Coat of Arms of His Royal Highness Prince Philip, Duke of Edinburgh. The coins include the following inscriptions “70TH ANNIVERSARY”, “ROYAL WEDDING”, “1947 - 2017” and the initials of the designer Aleysha Howarth “AH”.

PUBLIC CONSULTATION

The Perth Mint has undertaken consultation among its network of Australian and international wholesale distributors. Authorised Australian distributors of The Perth Mint products are consulted regularly during business meetings and participation at the Australian Numismatic Dealers’ Association Coin, Banknote and Stamp shows.  Likewise, international distributors are consulted during a schedule of individual meetings hosted during the World Money Fair held in Berlin and the American Numismatic Association’s World’s Fair of Money.

Limited consultation is conducted with external parties due to the confidentiality of coin themes and artwork, due to the risk of competitors viewing the innovations and potentially releasing similar coins into the market prior to the release.

Members of the public have the opportunity to contact The Perth Mint to present any themes they would like to see commemorated on Australian legal tender. These concepts are then researched and presented to The Perth Mint’s sales and marketing department for consideration and feedback.

This Legislative Instrument is compatible with the human rights and freedoms recognised or declared in the international instruments listed in section3 of the Human Rights (Parliamentary Scrutiny) Act 2011.

Overview of the Legislative Instrument

The purpose of this Legislative Instrument is to determine the weight, denomination, design, dimensions and composition of 88 new numismatic coins to be released by The Perth Mint.
