Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973 – QAA 2/2016

 

 

I, CHRIS BAGGOLEY, delegate of the Minister for Health, under section 124X of the Health Insurance Act 1973 (the Act):

 

 

1.             DECLARE the Activity described in the Schedule to this declaration (the Activity) to be a quality assurance activity to which Part VC of the Act applies being satisfied in relation to the Activity that:

(i)            any person engaging in, or proposing to engage in, the Activity is authorised to do so by an association of health professionals; and

(ii)          it is in the public interest that Part VC of the Act apply to the Activity having regard to the criteria prescribed in regulations 23C to 23G (inclusive) of the Health Insurance Regulations 1975.

Part 1          Preliminary

 

1.                       Name of Declaration

 

This Declaration is the Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973 – QAA 2/2016.

 

2.                       Commencement

 

This Declaration commences the day after registration on the Federal Register of Legislative Instruments.

 

3.                       Cessation

 

This Declaration will cease to be in force at the end of 5 years after the Declaration is signed.

 

4.                       Authority

 

This Declaration is made under the Health Insurance Act 1973.

 

5.                       Schedule

 

The Schedule to this Instrument describes the quality assurance activity to which Part VC of the Health Insurance Act 1973 applies.

The Royal Australasian College of Surgeons (RACS)

Title:

RACS Morbidity Audit and Logbook Tool (MALT): Audit of Surgical Care

 

             Description:

 

The Activity is for feedback and self-reflection on surgical performance during the Training/Assessment process, for all Fellows and trainees, and international medical graduates on a pathway to Fellowship of the College. It is also used with junior doctors wishing to engage with the College prior to entering into a speciality training program.

 

The Audit involves reviewing actual surgical performance, including outcomes. The individual’s and team’s clinical experiences are compared with accepted standards of performance, and provide stimulus for learning and quality improvement.
