This instrument confers jurisdiction on the Federal Circuit Court to hear and determine Commonwealth tenancy disputes involving land in a non-self-governing Territory in which a Commonwealth officer or employee (other than a member of the Defence Force) is the lessee (other than a sublessee), the licensee (other than a sublicensee) or a grantee of a right or permission to possess, occupy or use land owned by the Commonwealth. This will allow such disputes to be determined in the Federal Circuit Court.
