This instrument exempts a payment from the definition of 'ordinary income' in the Veterans' Entitlements Act 1986 which means the payment is not assessed as income under the means test for an income-support payment. The payment covered by the instrument is known as the 'HILDA Survey Lump Sum Participant Payment' and is a payment made to a person by the Melbourne Institute of Applied Economics and Social Research (University of Melbourne), on behalf of the Department of Social Services (DSS, for participating in the Household, Income and Labour Dynamics in Australia (HILDA) Survey.
