EXPLANATORY STATEMENT

Currency Act 1965

Currency (Perth Mint) Determination 2013 (No. 5)

Under subsection 13A(1) of the Currency Act 1965, the Parliamentary Secretary to the Treasurer has made a determination regarding the specifications of coins proposed to be issued by the Perth Mint.

Subsection 13A(1) of the Currency Act 1965 requires that the determination provide details of coin characteristics including standard composition, standard weight, allowable variation from standard weight, design and dimensions.

A determination made by the Parliamentary Secretary to the Treasurer is a disallowable instrument for the purposes of section 42 of the Legislative Instruments Act 2003.

2014 Australian Koala - Gold Proof Coin

The design on the 2014 Australian Koala (5oz) gold proof coin, consists of a representation of a stylised leafy tree branch superimposed on a circle enclosing a representation of a koala. The coin includes the following inscriptions ‘AUSTRALIAN KOALA’, ‘2014 5oz 9999 GOLD’, and the initials of the designer Mike Guilfoyle (MG).

 

2015 Australian Koala - Gold Proof Coins

The design on the 2015 Australian Koala (5oz & 1/10oz) gold proof coins, consists of a circle which encloses a representation of a koala seated in the fork of a tree with leafy foliage. The coins includes the following inscriptions ‘AUSTRALIAN KOALA’, ‘2015’, along with the weight of the coin, ‘9999 GOLD’, and the initials of the designer Ing Ing Jong (IJ).

The design on the 2015 Australian Kangaroo (1oz) silver proof high relief coin, consists of a half circle which encloses a representation of a bounding kangaroo superimposed over a landscape of leafy trees, a body of water and the full moon. The coin includes the following inscriptions ‘AUSTRALIAN KANGAROO’, ‘2015 1oz 999 SILVER’, and the initials of the designer Wade Robinson (WR).

 

2014 Australian Great White Shark - Silver Bullion Coin

The design on the 2014 Great White Shark (1/2oz) silver bullion coin, consists of a circle that encloses a representation of a shark with two smaller stylised sharks in the background. The coin includes the following inscriptions ‘GREAT WHITE SHARK’, ‘2014 1/2oz 999 SILVER’, and the initials of the designer Natasha Muhl  ‘NM’.

The design on the 2014 Australian Stock Horse (5oz) gold proof coin, consists of a representation of a horse superimposed over a landscape of fencing, grass and foliage. The design on the 2014 Australian Wedge-Tailed Eagle (1oz) silver bullion coin, consists of a Wedge-tailed Eagle landing on a tree stump superimposed on a circle. The coin includes the following inscriptions ‘AUSTRALIAN WEDGE-TAILED EAGLE’’, ‘2014 1oz 999 SILVER’, and the initials of the designer John Mercanti (JM).

The coins include the following inscriptions ‘AUSTRALIAN KANGAROO’, ‘2015’ along with the weight of the coin and ‘9999 GOLD’.

The coin includes the following inscriptions ‘AUSTRALIAN PLATYPUS’, ‘2015 1oz  9995 PLATINUM’ and the initials of the designer Natasha Muhl ‘NM’.

 

2015 Australian Kangaroo – Silver Bullion Coin

The design on the 2015 Australian Kangaroo (1oz) silver bullion coin, consists of a pattern of shapes representing stylised sunrays forming a circle around a representation of a kangaroo. The coin includes the following inscriptions ‘AUSTRALIAN KANGAROO’ and ‘2015 1oz 999 SILVER’ and edge lettering consisting of the word ‘AUSTRALIA’ repeated three times.  This coin also has an additional security feature on the coin of micro lettering.

The design on the Young Collectors – Superstrength (30mm) aluminium bronze coin, consists of a coloured representation of a female figure, crouching with arms extended above her head and holding a piece of machinery, superimposed on a stylised landscape of buildings. The coin also includes a panel of dots surrounded by a border of trapezoid and semicircular shapes and the following inscriptions ‘SUPERSTRENGTH’ and the initials of the designer Tom Vaughan (TV).

The design on the Australian Opal Series: Bat (1oz) silver proof coin, consists of a representation of native plants and flowers, the moon, and the Southern Cross; an insert of opal consisting of a representation of a ghost bat.  The coin includes the following inscriptions ‘GHOST BAT’, ‘2015 1oz 999 SILVER’, and the initials of the designer Aleysha Howarth (AH).

 

100th Anniversary of Australian Military Aviation - Silver Proof Coin

The design on the 100th Anniversary of Australian Military Aviation (1oz) silver proof coin, consists of four semi-circular patterns enclosing a representation of a plane propeller in the centre with an F18 fighter plane in the upper half and a box kite military biplane in the lower half superimposed over a coloured representation of a sky with clouds. The coin includes the following inscriptions; ‘100TH ANNIVERSARY AUSTRALIAN MILITARY AVIATION’, ‘1914 – 2014’, and the initials of the designer Wade Robinson (WR).

 

100th Anniversary of Australian Military Aviation - Aluminium Bronze Coin

The coin includes the following inscriptions ‘CENTENARY OF AUSTRALIAN SUBMARINES’, ‘1914 - 2014’ and the initials of the designer Wade Robinson (WR).

 

Centenary of Australian Submarines - Aluminium Bronze Coin

The design on the Centenary of Australian Submarines (30mm) aluminium bronze coin, consists of a representation of a circle made from a rope pattern that encloses a representation of a surfaced submarine with men standing on the bridge, superimposed over a cloudy sky on the left hand side.  The coin includes the following inscriptions ‘CENTENARY OF AUSTRALIAN SUBMARINES’, ‘1914 – 2014’, and the initials of the designer Wade Robinson (WR).

 

Abalone Coin - Silver Proof Coin

The design on the Abalone (1oz) silver proof coin, consists of a pattern of lines and swirls; and an insert of abalone shell.  The coin includes the following inscriptions ‘AUSTRALIAN ABALONE SHELL’, and the initials of the designer Tom Vaughan (TV).

 

Australian Antarctic Territory - Silver Proof Coin

The design on the Australian Antarctic Territory (1oz) silver proof coin, consists of an outline representing a map of Antarctica, a coloured representation of an iceberg and a body of water superimposed with a representation of a Wandering Albatross in flight; and a background polar grid pattern outside the map outline with some segments shaded and some segments unshaded.  The coin includes the following inscriptions ‘Australian Antarctic Territory’, ‘2014 – WANDERING ALBATROSS’,  ‘1OZ 99.9 SILVER’ and the initials of the designer Natasha Muhl (NM).

The design on the 2014 King George V (1/2oz) silver proof coin, consists of a coloured reproduction of an Australian pre-decimal stamp commonly known as a King George V One Penny Red.

The design on the 2014 Christmas Coin (1/2oz) silver proof coin, consists of a silhouette of a figure driving a sleigh drawn by four reindeer superimposed over a full moon and a coloured representation the night sky, stylised snowflakes and the rooftops and chimneys of houses.  The coin includes the following inscriptions ‘SEASON’S GREETINGS’’ and the initials of the designer Jennifer McKenna (JM).

The design on the 2014 Christmas Coin (30mm) aluminium bronze coin, consists of a silhouette of a figure driving a sleigh drawn by four reindeer superimposed over a full moon and a coloured representation the night sky, stylised snowflakes and the rooftops and chimneys of houses.  The coin includes the following inscriptions ‘SEASON’S GREETINGS’’ and the initials of the designer Jennifer McKenna (JM).

 

2014 Australian Newborn Coin – Aluminium Bronze Coin

The design on the 2014 Australian Newborn Coin (30mm) aluminium bronze coin, consists of a representation of a stylised kookaburra holding with its beak the ends of a cloth satchel that contains a human baby.  The coin includes representations of several leaves and flowers and the following inscriptions ‘CONGRATULATIONS ON YOUR BABY’ and the initials of the designer Aleysha Howarth (AH).

The design on the 2015 Australian Kookaburra – Privy Mark Issue Goat (1oz) silver bullion coin consists of a circle of dots which encloses a representation of a kookaburra perched on a tree stump and surrounded by foliage, and a circle enclosing a representation of a goat.  The coin includes the following inscriptions, ‘THE AUSTRALIAN KOOKABURRA’, ‘1990-2015’ and ‘1oz. 999 SILVER’.

 

2015 Australian Kookaburra Coin - Privy Mark Issue: F15

The design on the 2015 Australian Kookaburra – Privy Mark Issue F15 (1oz) silver bullion coin consists of a circle of dots which encloses a representation of a kookaburra perched on a tree stump and surrounded by foliage, and a circle enclosing the figures F15.  The coin includes the following inscriptions, ‘THE AUSTRALIAN KOOKABURRA’, ‘1990-2015’, ‘P25’ and ‘1oz. 999 SILVER’.

 

2015 Year of the Goat Coin - Privy Mark Issue

The design on the 2015 Silver Year of the Goat Privy Mark Issue (1oz) bullion coin, consists of a pattern of lines forming a circle immediately inside the rim, surrounding a representation of three goats, and a landscape featuring grass and leafy trees and a circle enclosing a representation of a lion.   The coin includes the following inscriptions ‘Year of the Goat’, the Pinyin pictograph pronounced ‘yáng’ and meaning ‘goat’ and the initials of the designer Natasha Muhl ‘NM’.

 

 

 

 


 

PUBLIC CONSULTATION

GoldCorp Australia has undertaken consultation among its network of Australian and international wholesale distributors. Authorised Australian distributors of Perth Mint products are consulted regularly during business meetings and participation at the Australian Numismatic Dealers’ Association Coin, Banknote and Stamp shows and Licensed Post Office Conferences held throughout Australia.  Likewise, international distributors are consulted during a schedule of individual meetings hosted during the World Money Fair held in Berlin and the American Numismatic Association’s World’s Fair of Money. 

 

In some instances when a major program is in concept stage Perth Mint would conduct market research through focus groups to assist us in preparing designs.

 

Limited consultation is conducted with external parties due to the confidentiality of coin themes and artwork, due to the risk of competitors viewing Perth Mint innovations and potentially releasing similar coins into the market prior to release.

Members of the public have the opportunity to contact Perth Mint to present any themes they would like to see commemorated on Australian legal tender.  These concepts are then researched and presented to GoldCorp Australia’s sales and marketing department for consideration and feedback.

This Legislative Instrument is compatible with the human rights and freedoms recognised or declared in the international instruments listed in section 3 of the Human Rights (Parliamentary Scrutiny) Act 2011.

 

Overview of the Legislative Instrument

 

The purpose of this Legislative Instrument is to determine the weight, dimension and composition of 125 new numismatic coins to be released by the Perth Mint.
