These rules specify access requirements that must be met for a person to become a participant in the National Disability Insurance Scheme. It sets out further age and residence requirements and the circumstances in which some elements of the disability and early intervention requirements are met (that is, when an impairment is, or is likely to be, permanent, where an impairment results in substantially reduced functional capacity to undertake relevant activities and when the provision of early intervention supports is likely to benefit a person in the required ways). The instrument also provides for the specification of assessment tools and their use in determining whether the disability or early intervention requirements are met.
