EXPLANATORY STATEMENT

Currency Act 1965

Currency (Perth Mint) Determination 2013 (No. 1)

Under subsection 13A(1) of the Currency Act 1965, the Parliamentary Secretary to the Treasurer has made a determination regarding the specifications of coins proposed to be issued by the Perth Mint.

Subsection 13A(1) of the Currency Act 1965 requires that the determination provide details of coin characteristics including standard composition, standard weight, allowable variation from standard weight, design and dimensions.

A determination made by the Parliamentary Secretary to the Treasurer is a disallowable instrument for the purposes of section 42 of the Legislative Instruments Act 2003.

2014 Australian Kookaburra - Silver Proof High Relief Coin

The design on the 2014 Australian Kookaburra (1oz) silver proof high relief coin, consists of a circle enclosing a representation of a kookaburra perched on a stylised tree branch and stylised leafy foliage in the background. The coin includes the following inscriptions ‘AUSTRALIAN KOOKABURRA’, ‘2014 1oz 999 SILVER’, and the initials of the designer Natasha Muhl  ‘NM’.

                             

2014 Australian Koala - Gold Proof High Relief Coin

The design on the 2014 Australian Koala (2oz) gold proof high relief coin, consists of a stylised leafy tree branch superimposed on a circle enclosing a representation of a koala. The coin includes the following inscriptions ‘AUSTRALIAN KOALA’, ‘2014 2oz 9999 GOLD’, and the initials of the designer Mike Guilfoyle ‘MG’.

 

2014 Australian Koala - Silver Proof High Relief Coins

The design on the 2014 Australian Koala (5oz, 1oz) silver proof high relief coins, consists of a stylised leafy tree branch superimposed on a circle enclosing a representation of a koala. The design on the Banjo Paterson (1/4oz) gold proof coin, consists of a representation of Banjo Paterson superimposed on a representation of three native flowers, in turn superimposed on a circle that surrounds a representation of the silhouettes of three running horses on the horizon. The coin includes the following inscriptions ‘A.B. “BANJO” PATERSON 1864 - 1941’, ‘A B Paterson’, ‘1/4oz 9999 GOLD’ and the initials of the designer Natasha Muhl ‘NM’.

The coin includes the following inscriptions ‘A.B. “BANJO” PATERSON 1864 - 1941’, ‘A B Paterson’,  ‘5oz 999 SILVER’, and the initials of the designer Natasha Muhl ‘NM’.

2014 Year of the Horse - Privy Mark Issue - Bullion Coin

The design on the 2014 Silver Year of the Horse - Privy Mark Issue (1oz) bullion coins, consists of a pattern of lines forming a circle immediately inside the rim of the coin, surrounding a representation of two horses in a stylised landscape featuring leafy trees, hilly terrain and a river, and a smaller circle beside one of the horses, enclosing a representation of a lion. The coins include the following inscriptions ‘Year of the Horse’, the Pinyin pictograph pronounced ‘mǎ’ and meaning ‘horse’ and the initials of the designer Tom Vaughan ‘TV’.

All coins released in Currency (Perth Mint) Determination 2013 (No. 1) have the letter ‘P’ printed on the coin.  This confirms that the coin is produced by the Perth Mint.

 PUBLIC CONSULTATION

GoldCorp Australia has undertaken consultation among its network of Australian and international wholesale distributors. Authorised Australian distributors of Perth Mint products are consulted regularly during business meetings and participation at the Australian Numismatic Dealers’ Association Coin, Banknote and Stamp shows and Licensed Post Office Conferences held throughout Australia.  Likewise, international distributors are consulted during a schedule of individual meetings hosted during the World Money Fair held in Berlin and the American Numismatic Association’s World’s Fair of Money. 

 

In some instances when a major program is in concept stage we would conduct market research through focus groups to assist us in preparing designs.

 

Limited consultation is conducted with external parties due to the confidentiality of coin themes and artwork, due to the risk of competitors viewing our innovations and potentially releasing similar coins into the market prior to our release.

Members of the public have the opportunity to contact us to present any themes they would like to see commemorated on Australian legal tender.  These concepts are then researched and presented to GoldCorp Australia’s sales and marketing department for consideration and feedback.

Overview of the Legislative Instrument

 

The purpose of this Legislative Instrument is to determine the weight, dimension and composition of 113 new numismatic coins to be released by the Perth Mint.
