TUITION FEES ORDER 2009
The Deputy Vice-Chancellor of The Australian National University makes this Order under section 4 of the Fees Statute 2006.

The University is permitted to charge fees under section 41 of the Australian National University Act 1991 and section 19-85 of the Higher Education Support Act 2003 (‘the HES Act’). The Acts are accessible on the Internet at the following website:

The Fees Rules relate to types of fees which the University is permitted to charge under the HES Act and which the Council has authorised for collection. The Rules are designed to be consistent with the HES Act and with Guidelines issued by the Minister under that Act. The Guidelines are accessible on the Internet at the following website:

The Orders are intended to complement the Rules by setting out a framework under which particular fees can be calculated.]
1Â Â Â Â Â Â Name of Order and commencement
1.1Â Â Â Â Â Â Â This Order is the Tuition Fees Order 2009.
1.2Â Â Â Â Â Â Â This Order commences on 1 January 2010.
2Â Â Â Â Â Â Interpretation
2.1Â Â Â Â Â Â Â In this Order, unless the contrary intention appears words and expressions used in this Order and in the Fees Rules have the same respective meanings as they have in the Fees Rules.
3Â Â Â Â Â Â Application
3.1Â Â Â Â Â Â Â This Order applies for 2010 to persons to whom the Fees Rules apply.
3.2Â Â Â Â Â Â Â Notwithstanding anything else in this Order, if the Vice-Chancellor or Deputy Vice-Chancellor arranges for a program to be offered in conjunction with another tertiary education institution or educational provider, the arrangement prevails over this Order and this Order is to be interpreted accordingly.
3.3Â Â Â Â Â Â Â In addition to and notwithstanding anything else in this Order, if the Vice-Chancellor or Deputy Vice-Chancellor enters into a contract with a private or government organisation for a program to be offered, in relation to a person undertaking that program the contract prevails over this Order and this Order is to be interpreted accordingly.
4Â Â Â Â Â Â Fees
4.1Â Â Â Â Â Â Â The indicative tuition fees set out in Schedule 1 apply for 2010 to a student to whom this Order applies.
5Â Â Â Â Â Â Calculation of particular domestic student fees etc
5.1Â Â Â Â Â Â Â Particular domestic student tuition and contribution amounts are to be calculated in accordance with the guidelines set out on the following website:

6Â Â Â Â Â Â Calculation of particular international student fees etc
6.1Â Â Â Â Â Â Â Particular international student tuition and contribution amounts are to be calculated in accordance with the guidelines set out on the following website under International students:

7Â Â Â Â Â Â 5% cap on fee increase
7.1Â Â Â Â Â Â Â A student who remains in his or her current program is protected against substantial fee increases by a 5% cap (compounded annually) applied to the fees he or she paid for his or her commencement year.
[Example:
Jack commenced a Master of Professional Accounting in 2007. All of Jack's tuition fees for this program are determined by his commencement year. This program could be completed in 2007 if Jack enrolled on a full-time basis, but he works full-time and is studying part time, so expects to complete the program sometime in 2009.
Jack has a particular penchant for technology issues in the workplace and would like to undertake course INFS8004 (Information Systems Management in Organisations) at some stage during his program as an elective.
- If Jack enrols in this course in 2007, the tuition fee is $2640.
- If Jack enrols in this course in 2008, the tuition fee increases by 5% ie $2640 x 105% = $2772.
- If Jack enrols in this course in 2009, the tuition fee increases by a further 5 % ie $2772 x 105% = $2910.
He also likes the look of the syllabus for ECON8066 (Issues in Market Design).
- If Jack enrols in this course in 2007, the tuition fee is $2520.
- If Jack enrols in this course in 2008, the tuition fee increases by 5% ie $2520 x 105% = $2646.
- If Jack enrols in this course in 2009, the tuition fee increases by a further 5% ie $2646 x 105% = $2778.
- Other examples are set out in the guidelines mentioned in clause 5.]
8Â Â Â Â Â Â Extension of program arrangements for higher degree research students
8.1Â Â Â Â Â Â Â A student enrolled in a higher degree research program who has successfully obtained an extension of program beyond the normal time limit is to pay fees as follows:
             (a)  a domestic student:
                    is to be granted an exemption scholarship in 2010;
             (b)  an international student resident in Australia:
                    is to pay a subsidized fee of $3,000 (non-laboratory) or $4,000 (laboratory) per semester in 2010;
             (c)  an international student resident overseas:
                    is to have his or her tuition fees waived in 2010.
[Notes: Transitional HECS Arrangements
a. All pre-2007 students are to be protected on the indexed rate until the 31 December 2010. If a pre-2007 student discontinues during this time -- e.g. transfers Program, takes leave of absence without approval or leaves their Program (whether by withdrawal or exclusion) -- this protection will NOT carry over and the student is to be charged at the new 25% increased rate.
b. Pre-1997 students were rolled over to the pre-2007 status in 2009. (This is because DEEWR will no longer be publishing a "flat fee" rate any more and there are no mechanisms to report such students from 2009 onwards.) These students then remain until 31 December 2010 on the protected rate
c. Students who commenced enrolment from and including 2007 are charged an additional 25%.
d. The Business and Economics "Band 2" protection will continue until the end of 2012 in line with the DEEWR transition arrangements.]
9Â Â Â Â Â Â Repeal
9.1Â Â Â Â Â Â Â The Tuition Fees Order 2008 is repealed.

1 Some courses taken at overseas institutions may cost up to $600 per unit (PP=S).

3 For domestic students the fees are based on the fees for the individual courses in which the students enroll.
4 The GDLP has several different fee rates dependent on the way a student configures their program. Schedule 3 illustrates these fees in detail.
5 This is a flat rate as required by contractual obligation for this Program.
6 For the MPH, common courses within the CHMD program will be charged as CASS related courses.
7 The Study Abroad rate is determined by using the price points for 12 units of undergraduate Science and 12 units of undergraduate Arts and is an indicative program fee only. This is the fee to be charged to nominated sponsors as a flat program fee per semester.
