1              Name of Standard

                This Standard is the Broadcasting Services (Digital Television Format — Audio Component — Transmissions in SDTV Digital Mode) Technical Standard 2007.

2              Commencement

                This Standard commences on 5 May 2007.

3              Definitions

                In this Standard:

Act means the Broadcasting Services Act 1992.

channel A datacasting transmitter licence has the meaning given by section 98A of the Radiocommunications Act 1992.

channel B datacasting transmitter licence has the meaning given by section 98B of the Radiocommunications Act 1992.

commercial television broadcasting licensee has the same meaning as in Schedule 4 to the Act.

IEC means the International Electrotechnical Commission.

ISO means the International Organization for Standardization.

MPEG‑1 Layer 2 means a digital audio stream that complies with the requirements of international standard ISO/IEC 11172‑3:1993, also known as ‘Information Technology — Coding of moving pictures and associated audio for digital storage media at up to about 1.5 Mbit/s — Part 3: Audio’, as in force from time to time.

SDTV digital mode has the same meaning as in Schedule 4 to the Act.

4              Object

                The object of this Standard is to establish a minimum format requirement for the audio component of television programs and datacasting services transmitted in SDTV digital mode.

5              Application

         (1)   This Standard applies to:

                (a)    commercial television broadcasting licensees; and

               (b)    national broadcasters;

in relation to the format in which television programs with an audio component are to be transmitted in SDTV digital mode.

         (2)   This Standard also applies to a person who provides a datacasting service that is transmitted using a transmitter operated under the authority of:

                (a)    a channel A datacasting transmitter licence; or

               (b)    if the service is capable of being received by a domestic digital television receiver — a channel B datacasting transmitter licence;

in relation to the format in which datacasting services with an audio component are to be transmitted in SDTV digital mode.

         (3)   However, this Standard is not intended to prevent:

                (a)    commercial television broadcasting licensees or national broadcasters from transmitting a television program in SDTV digital mode with:

                          (i)    an audio component that complies with the Standard; and

                         (ii)    one or more audio components that do not comply with the Standard; or

               (b)    a person mentioned in subsection (2) from transmitting a datacasting service in SDTV digital mode with:

                          (i)    an audio component that complies with the Standard; and

                         (ii)    one or more audio components that do not comply with the Standard.

6              Standard

                If a television program or a datacasting service that is transmitted in SDTV digital mode has an audio component, the component must be capable of being decoded by a receiver that has only MPEG‑1 Layer 2 audio decoding capability.
