These Regulations establish the Australian Trade Commission (Austrade), the Australian Institute of Family Studies (AIFS) and the Australian Reward Investment Alliance (ARIA) as prescribed agencies under the Financial Management and Accountability Act 1997 (FMA Act). These Regulations also remove the CSS and PSS Boards as prescribed agencies and amend the governance arrangements of the Dairy Adjustment Authority (DAA) under the FMA Act.

General Comments: These Regulations commence as follows: (a) on the day after the Regulations are registered — regulations 1 and 2; (b) on 1 July 2006 — regulation 3 and Schedule 1; (c) on the commencement of Part 1 of Schedule 1 to the Australian Trade Commission Legislation Amendment Act 2006 — regulation 4 and Schedule 2; (d) at the time declared, in a notice published in the Gazette under subsection 58 (2) of the Dairy Produce Act 1986, to be the second DAA phase down time — regulation 5 and Schedule 3.

I, PHILIP MICHAEL JEFFERY, Governor-General of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, make the following Regulations under the Financial Management and Accountability Act 1997.

1              Name of Regulations

                These Regulations are the Financial Management and Accountability Amendment Regulations 2006 (No. 5).

2              Commencement

                These Regulations commence as follows:

                (a)    on the day after the Regulations are registered â€” regulations 1 and 2;

               (b)    on 1 July 2006 â€” regulation 3 and Schedule 1;

                (c)    on the commencement of Part 1 of Schedule 1 to the Australian Trade Commission Legislation Amendment Act 2006 â€” regulation 4 and Schedule 2;

               (d)    at the time declared, in a notice published in the Gazette under subsection 58 (2) of the Dairy Produce Act 1986, to be the second DAA phase-down time â€” regulation 5 and Schedule 3.

3              Amendment of Financial Management and Accountability Regulations 1997 (AIFS and ARIA)

                Schedule 1 amends the Financial Management and Accountability Regulations 1997.

4              Amendment of Financial Management and Accountability Regulations 1997 (Austrade)

                Schedule 2 amends the Financial Management and Accountability Regulations 1997.

5              Amendment of Financial Management and Accountability Regulations 1997 (DAA)

                Schedule 3 amends the Financial Management and Accountability Regulations 1997.
