ADR 30/01 Standards/Australian Design Rules for Vehicles as made
A vehicle standard under Section 7 of the Motor Vehicle Standards Act 1989 which prescribes the smoke emission requirements for diesel fuelled vehicles in order to reduce air pollution.

General Comments: This Standard repeals each vehicle standard with the name ADR 30/01, and each amendment of such a standard, that is: (a) made under section 7 of the Motor Vehicles Standard Act 1989; and (b) in force at the commencement of this Standard. This Standard also repeals each instrument made under section 7 of the Motor Vehicles Standard Act 1989 that creates or amends a vehicle standard with the name ADR 30/01, if there are no other vehicle standards created by that instrument that are still in force at the commencement of this Standard. The Motor Vehicle Standards Act 1989 is wrongly cited in this instrument as the "Motor Vehicles Standard Act 1989".

0.1      NAME OF STANDARD

0.1.1    This Standard is the Vehicle Standard (Australian Design Rule 30/01 – Smoke Emission Control for Diesel Vehicles) 2006.

0.1.2    This Standard may also be cited as ADR 30/01.

0.2      COMMENCEMENT

0.2.1    This Standard commences on the day after it is registered.

0.3      REPEAL

0.3.1    This Standard repeals each vehicle standard with the name ADR 30/01, and each amendment of such a standard, that is:

(a)        made under section 7 of the Motor Vehicles Standard Act 1989; and

(b)        in force at the commencement of this Standard.

0.3.2    This Standard also repeals each instrument made under section 7 of the Motor Vehicles Standard Act 1989 that creates or amends a vehicle standard with the name ADR 30/01, if there are no other vehicle standards created by that instrument that are still in force at the commencement of this Standard.

1          SCOPE

1.1       This vehicle standard prescribes the smoke emission requirements for diesel fuelled vehicles in order to reduce air pollution.

2          APPLICABILITY AND IMPLEMENTATION

2.1       This vehicle standard applies to all M and N category vehicles with an engine that operates on diesel as provided in clause 2.2.

2.2       This vehicle standard applies:

2.2.1    from 1 January 2002 in relation to new model vehicles produced on or after 1 January 2002; and

2.2.2    from 1 January 2003 in relation to all vehicles produced on or after 1 January 2003, other than new model vehicles specified in clause 2.2.1.

2.3       For the purpose of clause 2.2.1, a “new model vehicle” is a vehicle of a model first produced with a date of manufacture on or after 1 January 2002.

2.4       To the extent of any inconsistency, the applicability dates specified in clause 2.2 apply in lieu of any dates specified in Appendix A.

3          DEFINITIONS

3.1       For the purposes of clause 2.3, “date of manufacture” means the date the vehicle is available in Australia in a condition which will enable an identification plate to be lawfully affixed to the vehicle.

4          REQUIREMENTS

4.1       Vehicles complying with the technical requirements of Appendix A of this vehicle standard, as varied by Part 5 of this vehicle standard, will be accepted as complying with this vehicle standard.

5          EXEMPTIONS AND ALTERNATIVE PROCEDURES

5.1       Any provision related to the administrative processes for obtaining a UN ECE or US EPA approval do not apply to this vehicle standard.

6          ALTERNATIVE STANDARDS

6.1       The technical requirements of UN ECE Regulation 24:

Uniform Provisions Concerning:

I.          The approval of compression ignition (C.I.) engines with regard to the emission of visible pollutants

II.        The approval of motor vehicles with regard to the installation of C.I. engines of an approved type

III.       The approval of motor vehicles equipped with C.I. engines with regard to the emission of visible pollutants by the engine

IV.       The measurement of power of C.I. engine

incorporating the 03 series of amendments, are deemed to be equivalent to the

technical requirements of this vehicle standard.

 

6.2       For M and N category vehicles with a GVM greater than 3.5 tonnes, the technical requirements for the Opacity of Smoke Emission of the USA Code of Federal Regulations, Part 86 – Control of Air Pollution from new and in-use motor vehicles and new and in-use motor vehicle engines certification and test procedures – Subpart A 40CFR 86.098-11 Emission standards for 1998 and later model year diesel heavy-duty engines and vehicles; and Subpart I – Emission Regulations for new diesel heavy-duty engines: smoke exhaust test procedure, are deemed to be equivalent to the technical requirements of this vehicle standard.
