Amends the Veterans' Children Education Scheme (VCES) to: *ensure the prohibition on eligible children receiving VCES allowances in conjunction with other Commonwealth education allowances or income support benefits (double dipping) does not apply to eligible children receiving VCES allowances and the Commonwealth Learning Scholarship; *provides that Veterans' Children Education Boards need no longer submit annual reports but must submit annual statistical returns. *enables Veterans' Children Education Boards to double-up as education boards for the purposes of the Military Rehabilitation and Compensation Act Education and Training Scheme Boards.

I, DE-ANNE KELLY, Minister for Veterans’ Affairs, in accordance with subsection 117(3) of the Veterans’ Entitlements Act 1986 (Act), hereby approve the attached Instrument, entitled Veterans' Entitlements (Veterans’ Children Education Scheme – Scholarships, Statistics, MRCA) Instrument No. R11/2004, to vary the Veterans’ Children Education Scheme prepared by the Repatriation Commission under subsection 117(1) of the Act.
