This Proclamation amends the Quarantine Proclamation 1998 to update the list of permitted seeds (Sch 5) an importer may import without a permit and the lists of noxious plants (Sch 4, Pt 2) and diseases affecting animals (Sch 3) to reflect current quarantine concerns. Deletes provision specifying when a permit is to be produced to a quarantine officer. The requirements will now be set out in the permit to suit the circumstance of the permit. Amends Pt 7 to allow the importation (without a permit) of processed products wholly or partly of plant origin (such as tinned fruits). Inserts a provision to allow the importation of limited quantities of articles for personal therapeutic use without a permit.
