VARIATION OF PIPELINE LICENCE VIC/PL39

(KIPPER TO WEST TUNA)

 

I, GRAEME ALBERT WATERS, National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth–Victoria Offshore Petroleum Joint Authority hereby vary Pipeline Licence VIC/PL39, dated 30 June 2009 (the Licence), for which:

 

BHP Billiton Petroleum (Bass Strait) Pty. Ltd.

(ABN 29 004 228 004)

 

Esso Australia Resources Pty Ltd

(ABN 62 091 829 819)

 

are the registered titleholders, as set out below.

 

The variation takes effect on the day on which this notice of the variation is published in the Commonwealth Government Gazette.

1.        The ‘ROUTE OF THE PIPELINE’ on Page 2 of the Licence (and as previously amended in the variation registered on 12 November 2010) is varied by deleting the current text under the heading “ROUTE OF THE PIPELINE”

 

and

substituting under the heading the following:

“The pipeline route is described in the table hereunder and displayed on the attached map, commencing at the flange downstream of the Last Valve Off (LVO) on the West Tuna platform, running to the Kipper subsea manifold and includes the 350mm piping in the manifold, then returning to the flange upstream of the First Valve On (FVO) on the West Tuna platform.

Route of Pipeline Licence VIC/PL39 commencing at the West Tuna platform, running to the Kipper subsea manifold, then returning to the West Tuna platform.

Coordinate set above based on GDA94 / MGA Zone 55 and is for the centreline of the pipeline corridor. Actual pipeline location may vary by +/- 10m.”

 

2.        The ‘SPECIFICATIONS’ of the Licence is varied by:

 

a)      Deleting the current text under Basis of Design

 

and

 

substituting under the heading Basis of Design the following:

 

“The pipeline shall be designed on the following parameters:

·         have a nominal diameter of 350mm and minimum carbon steel wall thicknesses of 14.8mm away from the West Tuna Platform and 16.4mm within 500m of the West Tuna Platform;

 

·         a maximum design pressure of 21.4MPag;

 

·         a design temperature of

o  Maximum: 40⁰C for normal operations

  75⁰C for pigging operations from West Tuna platform

o  Minimum: -5⁰C below the FVO/LVO

 

·         a design life of 25 years; and

 

·         a total pipeline length of approximately 36.2km.”

 

b)      Deleting the current text under Pipeline Material

 

and

 

substituting under the heading Pipeline Material the following:

 

            “Main pipeline – Carbon steel DNV-OS-F101 grade 450 sour service.

            Manifold piping – 22% Cr Duplex Stainless Steel (UNS 32205).

            Manifold tie-in spools – 22% Cr Duplex Stainless Steel (UNS 32205).

Riser tie-in spools – Carbon steel DNV-OS-F101 grade 450 internally clad with 3mm of Inconel 625 – UNS N06625 Corrosion Resistant Alloy material (CRA).

Riser – Carbon steel DNV-OS-F101 grade 450 internally clad with 3mm of Inconel 625 – UNS N06625 Corrosion Resistant Alloy material (CRA).”

 

The rest of the Specifications remains as stated in the licence instrument dated 30 June 2009.

 

3.        The Pipeline Licence VIC/PL39 Route Map and coordinates on page 5 are deleted.
