Short title
1. These Regulations may be cited as the Lotteries and Fundraising Regulations 1987.
Interpretation
2. (1) In these Regulations, unless the contrary intention appears, “Act” means the Lotteries and Fundraising Act 1987.
(2) In these Regulations, a reference to a form by number is a reference to a form so numbered in the Schedule.
(3) For the purposes of these Regulations, unless the contrary intention appears, words, expressions and provisions contained in these Regulations have the same interpretation, application and effect as they have under the Act.
Game of chance
3. (1) For the purposes of these Regulations and the Act, “housie” is a prescribed game of chance.
(2) For the purposes of subregulation (1), “housie” means a game of chance played with cards bearing rows of numbers, the winner being the person first to have a card on which all, or a specified set, of those numbers have been drawn, and includes the game of “lotto”, “bingo” or a similar game by any name or description.
Application for registration as registered association
4. For the purposes of subsection 6(3) of the Act, an application for registration as a registered association shall be in accordance with Form 1.
Register
5. For the purposes of subsection 8(2) of the Act, the register of associations shall contain the particulars contained in applications for registration as a registered association.
Application to conduct prescribed scheme
6. For the purposes of subsection 17(2) of the Act, an application to conduct a prescribed scheme shall be in accordance with Form 2.
Tickets for prescribed schemes
7. For the purposes of subsection 24(2) of the Act, the information to be printed on tickets printed specially for the purpose of a prescribed scheme shall include —
(a) the name and address of the person or registered association conducting the prescribed scheme;
(b) where the prescribed scheme is being conducted by a registered association ‑ the name and address of the nominee;
(c) the number and value of the total number of tickets;
(d) the value of the prizes in the prescribed scheme; and
(e) the purpose for which the prescribed scheme is being conducted.
Special conditions in relation to games of chance
8. For the purpose of paragraph 26(1)(a) of the Act, the maximum value of a single prize in a game of chance shall not exceed a sum equal to 50 fee units.
Administration proceeds
9. For the purposes of paragraph 32(2)(c) of the Act, the approval of the conduct of the prescribed scheme known as the ‘Sportsman’s Million’ is subject to the condition that, on each occasion on which that prescribed scheme is conducted, the operator of the scheme is to pay to the Administration the sum of $100,000.

(2) Where an association applying for registration does not have a constitution or written rules, the applicant shall complete the following:
