A Bill for an Act to amend the Export Control Act 1982 to prohibit the export of live animals for slaughter, and for related purposes

The Parliament of Australia enacts:

1  Short title

                   This Act is the Live Animal Export (Slaughter) Prohibition Act 2019.

2  Commencement

             (1)  Each provision of this Act specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

1.  The whole of this Act

The day after this Act receives the Royal Assent.

3  Schedules

                   Legislation that is specified in a Schedule to this Act is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this Act has effect according to its terms.

Export Control Act 1982

1  After section 7

Insert:

7AA  Prohibition of the export of live‑stock for slaughter

             (1)  In this section:

live‑stock has the same meaning as in section 3 of the Australian Meat and Live‑stock Industry Act 1997.

live‑stock for slaughter means live‑stock that is intended to be exported and slaughtered overseas.

start time means the start of the day 2 years after the day this section commences.

             (2)  At and after the start time, the regulations are taken to have declared that live‑stock for slaughter are prescribed goods.

             (3)  At and after the start time, the regulations are taken to have prohibited absolutely the export of live‑stock for slaughter.
