A Bill for an Act to require timely publication of emissions, and for related purposes
The Parliament of Australia enacts:
1 Short title
This Act is the National Greenhouse and Energy Reporting Amendment (Timely Publication of Emissions) Act 2018.
2 Commencement
(1) Each provision of this Act specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

3 Schedules
Legislation that is specified in a Schedule to this Act is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this Act has effect according to its terms.
Schedule 1—Amendments
National Greenhouse and Energy Reporting Act 2007
1 Section 24 (at the end of the heading)
Add “—general”.
2 After section 24
Insert:
24A Publication of information—national greenhouse gas inventory
(1) Within 5 months after the end of each quarter, the Secretary of the Department must cause to be given to the Minister a report on the estimates of Australia’s national greenhouse gas inventory as at the end of the quarter.
(2) Without limiting subsection (1), the report must include statistics relating to:
(a) national emissions estimates for the quarter; and
(b) national emissions estimates for the year ending at the end of the quarter; and
(c) the estimates referred to in paragraphs (a) and (b) broken down by sector.
(3) The report must be prepared in accordance with:
(a) the international guidelines agreed for use at the Conference of the Parties of the United Nations Framework Convention on Climate Change in Warsaw 2013 (including the Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories (2006)); or
(b) if the guidelines referred to in paragraph (a) are replaced—the replacement guidelines.
(4) The Minister must cause copies of the report to be tabled in each House of the Parliament within 15 sitting days of that House after the day on which the Minister receives the report.
(5) The Minister must cause the report to be published on the internet as soon as practicable after a copy of it is tabled in a House of Parliament.
(6) In this section:
quarter means a period of 3 months commencing on 1 January, 1 April, 1 July or 1 October of a year.
