A Bill for an Act to alter the Constitution to ensure that if the Senate fails to pass a proposed law appropriating revenue or moneys for the ordinary annual services of the Government in respect of a year, an amount of money is appropriated for those services in respect of that year equal to the amount appropriated for those services in respect of the preceding year

The Parliament of Australia, with the approval of the electors, as required by the Constitution, enacts:
Part 1--Preliminary
1 Short title This Act may be cited as the Constitution Alteration (Appropriations for the Ordinary Annual Services of the Government) 2001.
2 Schedule The Constitution is altered as set out in the Schedule.
Schedule --Amendment of the Constitution relating to appropriations for the ordinary annual services of the Government 1 Section 53, after the fourth paragraph
Add "If the House of Representatives passes a proposed law appropriating revenue or moneys for the ordinary annual services of the Government in respect of a year, and at the expiration of sixty days after the day on which the proposed law is transmitted to the Senate the Senate has not passed the proposed law, there shall be deemed to be in force, until the Parliament makes a law appropriating revenue or moneys for those services in respect of that year, a law appropriating for those services in respect of that year an amount of money equal to the amount appropriated for those services in respect of the year immediately preceding that year.".

Add "in respect of a particular year, and any law in contravention of this section shall be of no effect".
