REGULATION UNDER THE ALIENS REGISTRATION ACT 1920.
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Aliens Registration Act 1920, to come into operation forthwith.

Aliens Registration Regulations.
Short title.
1. These Regulations may be cited as the Aliens Registration Regulations.
Definition.
2. In these Regulations, unless the contrary intention appears—
“the Act” means the Aliens Registration Act 1920.
Aliens resident in Commonwealth—form of notice for effecting registration.
3. The notice required to be completed under section 7 of the Act shall be in accordance with Form A1 in the Schedule to these Regulations.
Alien arriving in Commonwealth—form of notice for effecting registration.
4. The notice required to be completed under section 8 of the Act shall be in accordance with Form A2 in the Schedule to these Regulations.
Form of certificate of registration.
5. The certificate of registration to be issued to an alien upon his registration in accordance with the Act shall be in accordance with Form B1 or B2 in the Schedule to these Regulations.
Form of certificate of exemption from reporting temporary change of residence.
6. An alien who (not having a place of abode in the Commonwealth) travels in the Commonwealth without acquiring a place of abode, or who (having a place of abode in the Commonwealth) travels in the Commonwealth without changing his place of abode may be granted a certificate of exemption from reporting his temporary change of residence in accordance with Form C in the Schedule to these Regulations.

7. The notification by an alien of his intention to change his name shall be in accordance with Form D in the Schedule to these Regulations.

8. The prescribed form for the purposes of section 11 of the Act shall be Form E in the Schedule to these Regulations.

Evidence of failure to notify intention to change place of abode.
9. In any proceedings under the Act before any Court with respect to any alien who is alleged to have changed his place of abode and to have failed to give notice to an aliens registration officer as required by section 11 of the Act, a statutory declaration by the officer that the alien had failed to give the required notice shall, if produced out of the custody of a police officer of a State of the Commonwealth or a Territory under the authority of the Commonwealth, be admissible as evidence of the statements contained in the declaration.

This form is to be filled up (except as to signature and thumb-print) in triplicate, and the Alien is to attend in person, with the triplicate forms, before the member of the Police Force in charge of the Police Station nearest to his usual place of abode, and in his presence sign the application and allow an impression of his thumb-print to be taken, if required.

FORM OF APPLICATION FOR REGISTRATION.
[For Aliens entering Commonwealth in Oversea Vessel.]
Three copies of this form are to be filled up (except as to signature and thumb-print mark), and the Alien is to attend in person, immediately after the arrival of the vessel at the first port of call in the Commonwealth, before an Aliens Registration Officer on board the vessel with the following documents:—
(a) The three copies of this form; and
(b) His Certificate of Registration [if he has been registered under the War Precautions (Aliens Registration) Regulations 1916 or the Aliens Registration Act 1920 during a previous visit to the Commonwealth, and if. his certificate was not taken from him on his departure from the Commonwealth]; and
(c) His passport (if he be a passenger or a member of a crew not signed on in Australia but due for discharge in a Commonwealth port).

Notice to Aliens.
Acquiring Place of Abode.—An Alien who arrives in the Commonwealth from overseas and who acquires a place of abode must, within seven days after so acquiring a place of abode, give notice thereof, in the prescribed form, to the Aliens Registration Officer at the Police Station nearest to his place of abode.
Change of Abode.—An Alien, before changing his place of abode, is required to give notice in the prescribed form to the Aliens Registration Officer at the Police Station nearest to his place of abode, of the date on which he intends to change his place of abode and of his intended new place of abode. He is also required, within seven days after acquiring his new place of abode, to attend in person before the Aliens Registration Officer at the Police Station nearest to his new place of abode and to bring with him his Certificate of Registration.
If an Alien does not change his place of abode in accordance with the particulars stated in the notice furnished by him, be must forthwith inform the officer of the cancellation of his intended change of abode, or of any alteration in the intended date of his change of abode, or in his intended new place of residence, as the case may be.
Change of Name.—An Alien may not change his name unless he has, in accordance with the Act, previously notified his intention so to do to the Aliens Registration Officer at the Police Station nearest to his place of abode.
Note.—Failure to observe the above-mentioned requirements renders an Alien liable to a penalty of £100 or six months’ imprisonment.

Notice to Alien Seamen.
An Alien seaman serving on an overseas vessel is not allowed to land unless he has on his person his Certificate of Registration.
He is not required to report to the Aliens Registration Officer at subsequent ports of call on the same voyage; but if he visits Australia on a later voyage he is required to register at the first port of call.
If he is discharged in a Commonwealth port, and afterwards acquires a place of abode in the Commonwealth, he is required to register, within seven days after so acquiring a place of abode, with the Aliens Registration Officer at the Police Station nearest to the place.
Penalty.—£100 or six months’ imprisonment.
Passports.—Before an Alien seaman who signed on outside the Commonwealth can be discharged in the Commonwealth, it is necessary for him to lodge with an authorized officer his passport (unless exempted from so doing) and also any certificate of nationality or other similar document in his possession.
