APPLICATION FOR VARIATION OF A PIPELINE LICENCE - PIPELINE LICENCE VIC/PL29 (BLACKBACK TO MACKEREL) (SJNQDT)

 

I, MONICA ELAINE ATSALIS, the Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth– Victoria Offshore Petroleum Joint Authority hereby give notice pursuant to sections 226 and 708 of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 that an application has been received from

 

Esso Australia Resources Pty Ltd

Woodside Energy (Bass Strait) Pty Ltd

(ACN 004 228 004)

 

 

for the variation of Pipeline Licence VIC/PL29 in the offshore area of Victoria, as set out below.

 

Pursuant to subsection 226(3) of the Act, a person may make a written submission to the Titles Administrator about this application within 30 days from the date of this notice.

 

This notice takes effect on the day on which it appears in the
Australian Government Gazette.

APPLICATION FOR VARIATION OF

PIPELINE LICENCE VIC/PL29

 

The application seeks to effect the following amendments to the licence: 

 

  1.       Removal of the flexible jumper at the Mackerel platform, the pipeline remaining on the seabed will be plugged using an environmental plug and the remaining licensed pipeline will be decommissioned at a later date in accordance with the regulatory approvals in place for that decommissioning activity.

 

  1.        The FIRST SCHEDULE of the Licence is varied by deleting the current text and table below the heading “FIRST SCHEDULE ROUTE OF PIPELINE”

 

and

 

substituting under the heading the following:

 

“The route of the pipeline is described in the table below, and is displayed in the map below

(Attachment A), commencing at the Blackback Steel Pipelines Termination Assembly and

terminating near the end of the steel pipe near the Mackerel platform.”

  1.       The SECOND SCHEDULE of the Licence is varied by deleting all current text as stated in the licence instrument dated 11 December 1998 and all subsequent variations (e.g., variation dated 8 October 2020, 3 April 2025), and substituting with the following:

 

 

SPECIFICATION 

 

  1. Design 

 

  1.             The pipeline design is based on the following parameters –
  2.             one 200 mm nominal diameter pipeline for the conveyance of liquid hydrocarbons and gaseous hydrocarbons and produced water;
  3.             a flow rate of 2865 sm3/d (0.018 MMbbl/d) of liquid and gaseous hydrocarbons and water;
  4.             an internal design pressure of 24,400 kPag;
  5.             a design temperature of 77°C;
  6.             a 219.1 mm O.D. X 12.7 mm wall thickness pipeline, which will be housed within a carrier pipe with an external diameter of 323.9 mm and wall thickness of 14.3 mm;
  7.             a pipeline length of approximately 22.6 km. 

 

 

 

 

 

  1. Materials of Construction

 

  1.             Steel Pipe

 

The line pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5L for Grade X56 seamless pipe and Esso Australia Limited supplemental pipe specification accompanying the pipeline licence application and the pipeline shall have the dimensions 219.1 mm O.D. with 12.7 mm W.T.

 

Carrier Pipe

The carrier pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5L for Grade X56 seamless pipe and Esso Australia Limited’s supplemental pipe specification accompanying the pipeline licence application and shall have the dimensions 323.9 mm external diameter and 14.3 mm W.T.

 

  1.             Protective Coating

 

The carrier pipe shall be protected by a trilaminate coating which includes an outer layer of extruded high density polyethylene coating in accordance with Esso Australia Limited’s Protective Coating Specifications accompanying the pipeline licence application.

 

The annulus space between the line pipe and the carrier pipe will be filled with mineral wool.

 

 

(C) Cathodic Protection 

 

Sacrificial anodes in the form of aluminium bracelets 1040 mm long by 40 mm thick, net weight 90 Kg, shall be installed and spaced 525 metres               apart on the carrier pipe.
