APPLICATION FOR VARIATION OF A PIPELINE LICENCE - PIPELINE LICENCE VIC/PL26 (BREAM B TO BREAM A) (HCZQHS)

I, MONICA ELAINE ATSALIS, the Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth–Victoria Offshore Petroleum Joint Authority hereby give notice pursuant to sections 226 and 708 of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 that an application has been received from

 Esso Australia Resources Pty Ltd

(ACN 091 829 819)

Woodside Energy (Bass Strait) Pty Ltd

(ACN 004 228 004)

for the variation of Pipeline Licence VIC/PL26 in the offshore area of Victoria, as set out below.

Pursuant to subsection 226(3) of the Act, a person may make a written submission to the Titles Administrator about this application within 30 days from the date of this notice.

This notice takes effect on the day on which it appears in the
Australian Government Gazette.

APPLICATION FOR VARIATION OF

PIPELINE LICENCE VIC/PL26

The application seeks to effect the following amendments to the licence: 

1.        Removing the majority of the steel pipeline approximately 6.25 km in length, the pipeline sections remaining on the seabed will be plugged using environmental plugs and the remaining licensed pipeline will be decommissioned at a later date in accordance with the regulatory approvals in place for that decommissioning activity.

1.       The FIRST SCHEDULE of the Licence is varied by deleting the current text and table below the heading “FIRST SCHEDULE ROUTE OF PIPELINE”

and

substituting under the heading the following:

“The route of the pipeline is described in the table below, and displayed in the map below

(Attachment A), commencing near the base of the Bream B platform and terminating at the subsea cut location near the Bream A platform”

Coordinate set above is based on GDA 94/MGA Zone 55, survey of pipeline centreline.

1.       The SECOND SCHEDULE of the Licence is varied by deleting all current text as stated in the licence instrument dated 14 October 1996 and all subsequent variations (e.g., variation dated 22 May 2020, 3 April 2025), and substituting with the following:

SPECIFICATION 

1.  Design 

1.             The pipeline design is based on the following parameters – 

1.           one 250 mm nominal diameter pipeline for the conveyance of gaseous and liquid hydrocarbons and water; 
2.           flow rate of 7500 sm3/d (0.047 MMbbl/d) of liquid hydrocarbons and water and 1.80 MMm3/d (63.57 MMscf/d) of gaseous hydrocarbons; 
3.           an internal design pressure of 24,800 kPag; 
4.           a design temperature of 70⁰C; 
5.           a pipeline length of 6.3 km; 
6.            contained inside an unburied carrier pipeline. 

1.             The carrier pipeline design is based on the following parameters – 

1.           one 355.6 mm O.D. with 6.4 mm W.T. pipeline. 

1.  Materials of Construction 

1.             Steel Pipe 

The Section 1 and Section 2 line pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5L for Grade X65 seamless pipe and Esso Australia Limited supplemental pipe specification accompanying the pipeline licence application and the pipeline shall have the dimensions 273.1 mm O.D. with 18.3 mm W.T.

The carrier pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5L for Grade X52 electric resistance welded pipe and shall have the dimensions 355.6 mm external diameter and 6.4 mm W.T

1.             Protective Coating

The line pipe shall be coated with 1 mm Yellow Jacket and 24 mm of Polyurethane foam in accordance with the Esso Australia Limited Protective Coatings Specifications accompanying the pipeline licence application.

1.             Carrier Pipe

The carrier pipe shall be protected by a coating of Fusion Bonded Epoxy 500 Microns thick and weight coated with 25 mm of concrete in accordance with the Esso Australia Limited Coating Specifications accompanying the pipeline licence application.
