APPLICATION FOR VARIATION OF A PIPELINE LICENCE - PIPELINE LICENCE VIC/PL8 (MACKEREL TO HALIBUT) (ZFLHNV)

 

I, MONICA ELAINE ATSALIS, the Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth–Victoria Offshore Petroleum Joint Authority hereby give notice pursuant to sections 226 and 708 of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 that an application has been received from

for the variation of Pipeline Licence VIC/PL8 in the offshore area of Victoria, as set out below.

 

Pursuant to subsection 226(3) of the Act, a person may make a written submission to the Titles Administrator about this application within 30 days from the date of this notice.

 

This notice takes effect on the day on which it appears in the
Australian Government Gazette.

APPLICATION FOR VARIATION OF

PIPELINE LICENCE VIC/PL8

 

The application seeks to effect the following amendments to the licence: 

  1.       Removing the midline flexible jumper, the pipeline sections remaining on the seabed will be plugged using environmental plugs and the remaining licensed pipeline will be decommissioned at a later date in accordance with the regulatory approvals in place for that decommissioning activity.

 

  1.       The FIRST SCHEDULE of the Licence is varied by deleting the current text and table below the heading “FIRST SCHEDULE ROUTE OF PIPELINE”

and

substituting under the heading the following:

“The route of the pipeline is described in the table below, and displayed in the map below

(Attachment A), commencing at the subsea cut location near the Mackerel platform and

terminating at the first flange upstream of the First Valve On (FVO) on the Halibut platform.”

  1.       The SECOND SCHEDULE of the Licence is varied by deleting all current text as stated in the licence renewal instrument dated 20 July 1990 and all subsequent variations (e.g., variation dated 8 October 2020, 3 April 2025), and substituting with the following:

 

SPECIFICATION

 

  1.  Design

 

The pipeline design is based on the following parameters:

 

  1.             one 300 mm nominal diameter pipeline for the conveyance of liquid hydrocarbons;
  2.             a flow rate of 15,899 sm3/d (0.100 MMbbl/d) of liquid hydrocarbons
  3.             a maximum internal design pressure of 14,893 kPag;
  4.             a pipeline length of approximately 9.3 km.

 

  1. Materials of Construction

 

  1.             Steel Pipe

 

The line pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5LX Grade X52 seamless pipe and Esso Australia Limited supplemental pipe specification accompanying the pipeline licence application.

 

There is a 4 km replacement rigid line pipe section beginning at Mackerel and terminating at the removed flexible jumper location. All replacement rigid line pipe has an external diameter of 323.9 mm and a wall thickness of 12.7 mm.

 

The original section of pipeline starts at the other side of the removed flexible jumper and continues to Halibut. This section of pipeline has an outer diameter of 323.9 mm and a wall thickness of 9.53 mm.

 

The tie-in spool at the Mackerel end has an external diameter of 323.9 mm and a wall thickness of 12.7 mm thick.

 

  1.             Protective Coating

 

Primary external corrosion protection for the pipeline is provided by a Coal Tar Enamel coating on the original pipeline section and Fusion Bonded Epoxy or a high-density polyethylene coating called Yellow Jacket on the 4km replacement pipeline section.

 

  1.             Weight Coating

 

The specification for the concrete weight coating and the shop application of this material to the pipe shall be in accordance with the Esso Australia Limited’s Protective Coatings Specifications accompanying the original pipeline licence application.

 

  1. Cathodic Protection

 

  1.             A transformer rectifier unit on Halibut platform shall provide protection to the subsea portion of the connected pipeline.

 

  1.             Sacrificial anodes in the form of zinc bracelets shall be installed, spaced and maintained as detailed in the construction specifications and cathodic protection design.
