QUINKAN COUNTRY

 

I, Melissa Price, Minister for the Environment, having considered in relation to the place and the National Heritage values described in the Schedule of this instrument:

 

(a)              the Australian Heritage Council's assessment whether the place meets any of the National Heritage criteria; and

 

(b)              the comments given to the Council under sections 324JG and 324JH of the

Environment Protection and Biodiversity Conservation Act 1999; and

 

being satisfied that the place described in the Schedule has the National Heritage values specified in the Schedule, pursuant to section 324JJ of the Environment Protection and Biodiversity Conservation Act 1999, include the place and the specified National Heritage values in the National Heritage List.

Quinkan Country has outstanding heritage value to the nation as a representation of an evolving and dynamic cultural landscape that exemplifies the way in which Aboriginal and Torres Strait Islander peoples' adapt and modify their traditions, kin structures and practices to maintain their connection to country, culture and identity. Across Australia, Aboriginal and Torres Strait Islander people energise their cultural landscapes to keep them healthy and relevant in a contemporary world and to share their culture with the broader public.

The assemblage of Quinkan Country rock art has outstanding heritage value to the nation because of its ability to inform and provide insights that demonstrate patterns of human occupation in Australia's cultural history from the Pleistocene to the present. These insights inform our understanding of Australia's preĀ­ history, Aboriginal occupation of the north east region of Australia and the shared wider history of early human migration and pre-historic art.

Features which express this value are the rock art within the listed place, including the petroglyphs, figurative, stencil and contact art and the associated archaeological sites. Features of particular note, but not limited to, are the well-known Quinkan rock art galleries.

Quinkan Country has outstanding heritage value to the nation because the place has a high level of potential to yield information, including from Traditional Owners and cultural custodians, that will contribute to an improved understanding of Australia's rock art and pre-history.

 

Rock art within the place represents one of Australia's major distinctive rock art regions. Rock art with an age of c. 27, 000 BP has been recorded. Additional archaeological study has also recorded a number of other occupation dates including a current benchmark datum of c.37, 000 BP. A rock art chronology can be developed with a notable change in typology during the midĀ­ Holocene period.

 

Features which express this value are the rock art within the listed place, including the petroglyphs, figurative, stencil and contact art and the associated archaeological sites.

The place has

outstanding heritage value to the nation because of the place's special association with the life or works of a person, or group of persons, of importance in Australia's natural or
cultural
history.

 

Quinkan Country has outstanding heritage value to the nation for its association with the late Dr Tommy George, Dr George Musgrave, Percy Trezise AM and Dick Roughsey. Collectively or individually , these men educated the broader public and academia about Aboriginal art and culture in a number of genres ranging from children's books to academic archives that continue to provide a foundation for archaeological work and rock art.

 

George, Musgrave, Trezise and Roughsey made an outstanding contribution to the appreciation of Quinkan Country rock art and Australian rock art generally, through their collaborative and pioneering research and popular publications that bought
Quinkan stories to national attention.

to the nation because of the place's importance as part of Indigenous tradition.

 

Cultural lores, laws, and stories associated with Timara and lmjim spirits are embedded in the Quinkan Country cultural landscape. Quinkan Traditional Owners and cultural custodians maintain a continuing and dynamic association with their cultural landscape defined by an extensive, distinctive assemblage of rock art, deep cultural deposits of rock shelters and in a continuum of cultural features across the landscape. This millennia-long association from the Pleistocene to the present is exemplified by the tangible and intangible associations of the distinctive and recognisable Timara and lmjim spirit figures, after which this rock art region is named.

 

Features which express this value are associated with the Timara and lmjim rock art and archaeological deposits within the listed place.
