1. These Regulations may be cited as the Immigration Regulations.
2. In these Regulations a reference to "the Act" is a reference to the Immigration Act 1980 and a reference to a form is a reference to a form in Schedule 1 to these Regulations.
3. (1) An application for a visitors permit, a temporary entry permit or a general entry permit shall be in accordance with Form 1, Form 2 or Form 3 respectively.
(2) An application to be declared a resident of Norfolk Island and a certificate that a person is a resident shall be in accordance with Form 4 or Form 5, respectively.

4. The fees payable for a matter or thing under the Act or these regulations are as specified in Schedule 2.
5. (1) A notice under subsection 35(4) of the Act may be given by being served personally or by post to the address of the person last known to the Administrator.
(2) Where the notice is served personally it shall be deemed to have been given on the date on which it was served and where it is served by post it shall be deemed to have been given on the date on which it would have been delivered in the ordinary course of post.
6. A search warrant under subsection 49(1) of the Act shall be in accordance with Form 6.

8. (1) For the purpose of subsection 86(1) of the Act a prescribed form is a form approved by the Administrator and notified in the Gazette.
(2) A form approved by the Administrator must require the person completing a form to state at least the person’s—
(a) name;
(b) current passport number;
(c) citizenship;
(d) residential address;
(e) description of any contagious disease;
(f) criminal convictions;
(g) intended place of stay in Norfolk Island;
(h) purpose of visit; and
(j) goods carried that may be subject to customs control.
(3) A form approved by the Administrator under subregulation (2) may in addition to approval as to content, be approved as to the design, size, print face and colouration.
9. For the purposes of section 28A, the Administrator may, by notice in the Gazette, prescribe a form for a person to make an application to be declared to be a resident of Norfolk Island, such form shall require the applicant to provide the following—
(a) name;
(b) current passport number;
(c) citizenship;
(d) a statement that the person intends, if declared to be a resident, to reside ordinarily in Norfolk Island;
(e) evidence that prescribed arrangements have been made regarding the cost of provision of medical services in Norfolk Island to the applicant; and
(f) being over the age of 18 years, evidence of good character.
10. For the purposes of paragraph 28A(1)(c), the prescribed arrangements are —
(i) that the applicant has become and remains a members of the healthcare fund in accordance with the Healthcare Act 1989 and has paid the Healthcare Levy as and whenever it falls due for payment in accordance with the Healthcare Levy Act 1990; or
(ii) that the applicant has produced to the Administrator through the Manager of Norfolk Island Healthcare Fund written evidence and proof to a standard acceptable to the Administrator of the applicant’s full time coverage and indemnity at all times while ordinarily resident in Norfolk Island by a health insurance provider in Australia or New Zealand.

You are hereby authorised at any time of the day or night to enter and search any building, vessel, premises, vehicles or place in which you have reasonable cause to believe there may be found —
(a) a prohibited immigrant or a deportee within the meaning of the abovementioned Act;
(b) a person who has not complied with a condition to which his permit was subject;
(c) any documents, books or papers relating to the immigration or proposed immigration of persons in circumstances in which they would have become, or would become, prohibited immigrants within the meaning of the abovementioned Act,
and to seize any such documents, books or papers and retain them for such time as is reasonably necessary. For the purposes of the exercise of the foregoing powers, you are empowered to stop any vessel or vehicle and to use such reasonable force as is necessary.
And for so doing this is your sufficient warrant.
