VICTORIA CLASS 1 48 TONNE 4 AXLE & 60 TONNE 5 AXLE ALL TERRAIN MOBILE CRANE MASS AND DIMENSION EXEMPTION (NOTICE) 2014 (NO. 1)

Purpose

  1. The purpose of this Notice is to exempt the stated category of class 1 heavy vehicles from the prescribed mass requirements and the prescribed dimension requirements specified in the Notice subject to the conditions specified in the Notice.

Authorising Provision

2.       This Notice is made under section 117 of the Heavy Vehicle National Law as in force in each participating jurisdiction (HVNL).

Title

3.       This Notice may be cited as the Victoria Class 1 48 Tonne 4 Axle & 60 Tonne 5 Axle All Terrain Mobile Crane Mass and Dimension Exemption (Notice) 2014 (No 1).

Commencement

4.       This Notice commences on the date of publication in the Commonwealth Government Gazette.

 

Expiry

 

5.       This Notice expires two years after its commencement.

 

Definitions

 

6.       Unless otherwise stated, words and expressions used in this Notice have the same meanings as those defined in the HVNL.

 

7.       In this Notice—

 

“all terrain mobile crane” means a special purpose vehicle that—

a)      is a mobile crane with either 4 axles or 5 axles; and

b)      has two tyres per axle; and

c)       at least 50% of its axles are steerable; and

d)      is not a truck mounted crane;

 

“Colac-Surf Coast Area” means the area described in the Victorian Class 1 Oversize and Overmass (OSOM) Route Access Lists;

“Gippsland Ranges Area” means the area described in the Victorian Class 1 Oversize and Overmass (OSOM) Route Access Lists;

 

“Ground Contact Width” means the distance between the outermost points where the tyres touch the ground.

 

 “MDL National Regulation” means the Heavy Vehicle (Mass, Dimension and Loading) National Regulation;

 

“Mountainous Area” means the area described in the Victorian Class 1 Oversize and Overmass (OSOM) Route Access Lists;

 

“Otway Area” means the area described in the Victorian Class 1 Oversize and Overmass (OSOM) Route Access Lists.

 

Application

 

8.       This Notice applies in Victoria.

 

Note:

Nothing in this Notice exempts the driver or operator of the vehicle from complying with legislation regulating the use of heavy vehicles, including, but not limited to, compliance with-

 

Exemption from prescribed mass requirements

 

9.       An all terrain mobile crane is exempt from the following mass requirements of Schedule 1 to the MDL National Regulation—

a)      section 2(1)(a)(iv) and 2(1)(b);

b)      section 4 and Table 1 (Axle mass limits table); and

c)       section 5(1) and Table 2 (Axle spacing mass limits general table).

 

 

 

 

 

Mass requirements

 

Mass limits – axles and total mass of vehicle

 

10.   The mass of an axle on an all terrain mobile crane must not be more than 12t.

 

11.   The mass of an all terrain mobile crane with 4 axles must not be more than the lower of the following masses—

a)      48t;

b)      the mass that is the sum of the mass limits of the axles.

 

12.   The mass of an all terrain mobile crane with 5 axles must not be more than the lower of the following masses—

a)      60t;

b)      the mass that is the sum of the mass limits of the axles.

 

Other mass requirements

 

13.   The distance in metres between the centre of the first axle and the centre of the last axle of an all terrain mobile crane:

a) with 4 axles, must be a minimum of 5m; and

b) with 5 axles, must be a minimum of 7.3m.

 

Exemption from prescribed dimension requirements

 

14.   An all terrain mobile crane is exempt from the following dimension requirements of Schedule 6 to the MDL National Regulation—

a)      section 3(1)(g);

b)      section 5(1)(c);

c)       section 7(1); and

d)      section 13(a)(i).

 

Dimension requirements – condition

 

15.   An all terrain mobile crane must not exceed the following dimension limits—

a)      15.5m length;

b)      rear overhang of the lesser of 4m and 90% of the wheelbase;

c)       3.5m width;

d)      a projection in front of the centre of the steering wheel of 3.5m.

 

 

16.   An all terrain mobile crane must have a ground contact width of at least 2.68m.

 

 

Other conditions

 

17.   An all terrain mobile crane is subject to the conditions set out in Schedule 8 Conditions of Mass or Dimension Exemptions Applying to Class 1 heavy vehicles of the MDL National Regulation.

 

18.   The section width of each tyre on an all terrain mobile crane must be at least 445mm.

 

19.   If an all terrain mobile crane has the centre of a steering control to the left the vehicle—

a)      it must display a ‘left hand drive’ sign that complies with section 31 of Schedule 2 to the Heavy Vehicle (Vehicle Standards) National Regulation on the rear of the vehicle; and

b)      it must either—

  1. be fitted with a closed circuit television system that provides the driver with an adequate view to the right rear quarter of the vehicle; or
  2.  be accompanied by 1 pilot vehicle.

 

20.   When travelling on a road in Victoria—

a)      the vehicle’s compliance with the following conditions must be monitored by an approved intelligent transport system used by an intelligent access service provider—

  1. the roads it is permitted to use under this notice; and
  2. how the vehicle is to be used on a road under this notice; and

b)      any noncompliance reports made by the system must be sent to the Regulator within 7 days.

Areas or routes

 

Approved Routes

 

21.   Subject to clause 22, 23 and 24, an all terrain mobile crane may only use the routes that are coloured green on the map titled ‘48/60 Tonne 4 & 5 Axle All Terrain Mobile Crane Network’—  https://vicroadsmaps.maps.arcgis.com/apps/OnePane/basicviewer/index.html?appid=8f099e5539ee433ab68ca919bf00d0cb (the approved routes), and in accordance with any conditions and limitations specified for those routes.

 

22.   Notwithstanding clause 21, an all terrain mobile crane that exceeds —

a)      2.5m in width must not use any part of the approved route consisting of the Mountainous Area or the Otway Area; or

b)      3m in width must not use any part of the approved route consisting of the Colac-Surf Coast Area or the Gippsland Ranges Area.

 

 

Note:

If travel is required on a route other than a route permitted under this Notice, a mass or dimension exemption (permit) must be obtained from the National Heavy Vehicle Regulator for travel on that route.

 

Other Route Restrictions

 

23.   Notwithstanding clause 21, an all terrain mobile crane must not use any part of the approved route consisting of—

a)      a timber deck bridge; or

b)      a road, bridge or other structure with a mass or dimension limit indicated by a traffic sign if the vehicle would exceed that mass or dimension limit; or

c)       a tunnel.

 

24.   Notwithstanding clause 21, the following route restrictions apply in addition to clause 23 if an all terrain mobile crane operating under this Notice is intended to travel on a freeway or tollway— 

a)      a crane with a maximum speed capability of 91km/h or more may use all freeways and tollways on the approved routes;

b)      a crane with a maximum speed capability more than 60 km/h but not more than 90km/h may use all freeways and tollways on the approved routes other than the section of the Western Ring Road with the steep gradients between Pascoe Vale Road and Tullamarine Freeway; and

c)       a crane with a maximum speed capability not more than 60 km/h may not be used on any freeway or tollway on the approved routes.

 

For the purposes of this clause, ‘maximum speed capability of a crane’ is the maximum speed the crane is able to reach on a horizontal surface, as determined by the crane manufacturer

 

Conditions applying to particular routes

 

25.   An all terrain crane may not use the approved routes more than twice per day, being once on the inbound journey and once on the outbound journey.

 

26.   Where practical and safe to do so, an all terrain mobile crane must avoid being on a bridge at the same time as a B-double or another class 1 heavy vehicle or a class 3 heavy vehicle.

 

27.   The following conditions apply if an all terrain mobile crane operating under this Notice is intended to be used on tollways—

a)  For travel on CityLink, the operator of the vehicle must—

i)        as soon as practicable, contact CityLink on Tel: (03) 9674 2001 or Fax (03) 9674 2060 to advise of the intended movement of that vehicle and obtain a reference number; and

ii)       at least 30 minutes before the vehicle is to be used on CityLink, telephone CityLink on (03) 9674 2001 to confirm the intended travel and to obtain advice on traffic conditions, any road works and lane closures.

 

b) For travel on EastLink, the operator of the vehicle must—

i)        as soon as practicable contact EastLink on Tel: (03) 9955 1900 or Fax: (03) 9955 1907 to advise of the intended movement of that vehicle and obtain a reference number; and

ii)       at least 30 minutes before the vehicle is to be used on EastLink contact EastLink on (03) 9955 1900 to confirm the intended travel and obtain advice on traffic conditions, any road works and lane closures.

 

28.   If an all terrain mobile crane is wider than 3m, before attempting to cross a railway track and/or a tramway track, the driver or operator of the vehicle must first obtain permission from the Transport Compliance Unit of the Department of Transport Planning and Local Infrastructure. DECLARATION
