REGULATIONS UNDER THE DEFENCE ACT 1903-1918.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1918, to come into operation forthwith.

Financial and Allowance Regulations for the Australian Military Forces and Senior Cadets.

(Statutory Rules 1921, No. 82, as amended to this date.)

Amendments.

Financial and Allowance Regulations for the Australian Military Forces and Senior Cadets are amended as follows:—

A. Cancel sub-paragraph (vi) of regulation 107 and substitute the following:—

“(vi) The allowances provided for in sub-paragraphs (i) to (iv) inclusive of this regulation shall not be granted to a soldier who does not complete the period of continuous training as prescribed in the approved syllabus of training for each financial year provided that payment may be made for each day of attendance at a camp of continuous training to a member who is granted leave by the proper authority on account of illness or urgent business to proceed from camp before completion of the full period of training.”

B. Regulation 145. Delete the words “as well as for the due custody and expenditure of such allowance”.

C. Cancel regulation 152 and substitute the following:—

“152. In the case of the disbandment of a unit, any balance of the Commanding Officer’s Petty Cash Advance or any other public moneys shall be forwarded to the Receiver of Public Moneys to be paid to the credit of the vote or to revenue, as the case may be”.

D. Insert the undermentioned heading to regulation 157:—

“Audit and Inspection of Unit Accounts.”

E. Add at the end of regulation 157 the following:—

“Except where the Auditor-General arranges for the audit to be made by one of his officers, the audit will be conducted by the District Finance Officer or his representative”.

F. Insert at the commencement of regulation 158 (a) the following:—

“When requested to do so”.

G. Amend regulation 235 as under:—

After the words “other officers” in sub-paragraph (a) insert:—

“Including Quartermasters of the Permanent Military Forces”.

After the word “Major” in sub-paragraph (b) insert:—

“Including Quartermasters of the Permanent Military Forces”.

H. In sub-paragraph (a) of regulation 310, delete the words:—

“All stamps accounts shall be subject to audit”.

I. Cancel sub-paragraphs (b) and (c) of regulation 310, and substitute the following:—

“(b) The stamps accounts kept by Area Officers and Commanding Officers of Citizen Force and Senior Cadet Units will be audited by the District Finance, Officer or his representative at the same time as the audit of the cash accounts of the Citizen Force Units is being conducted in accordance with F. & A. regulation 157”.

J. In sub-paragraph (2) of regulation 322, delete the words “receipts and” before the word “expenditure” in line 2

K. Regulation 322a is repealed.

L. Add the following proviso at the end of regulation 324:—

“Provided, however, that the Formation, &e., Commander will not approve of the attendance of any Senior Cadet Officer unless he is satisfied that such attendance will not debar suitable Citizen Force personnel from attending”.
